We're on a journey to build a workforce reflective of our Borough.

We are committed to fostering diverse teams where everybody can bring their authentic selves to work and feel that they belong. If you want to work for a Council where everybody is encouraged to meet their full potential and make a difference in our neighbourhoods, we would love to hear from you!

Your role:
Reporting to the Terrier Manager, you will play a key role in maintaining accurate and uptodate records of the Council’s property interests. This includes managing property information systems for leases, rent reviews and deed retrieval, supporting Legal Services, and using GIS to produce maps and plans illustrating Council land ownership and project areas. You will research and interpret title deeds and legal boundaries to establish ownership, responsibilities and restrictions.
You will support the Terrier Manager by responding to enquiries, providing property advice, assisting with LPE1 forms, and advising on ownership matters for Council projects. The role involves investigating complaints, drafting FOI responses, undertaking site inspections, and supporting land management issues such as encroachments and boundary responsibilities. You will also assist with managing the Council’s freehold reversionary interests, verifying ground rent liabilities, and preparing property reports for asset transactions, development and compulsory purchase activity.
On an ongoing basis, you will help ensure high data quality standards, compliance with GDPR and relevant legislation, and participate in system user groups. The role includes contributing to service resilience by providing seniorlevel support when required, assisting with staff recruitment and development, and continually updating your own professional knowledge and skills to improve service delivery.

About you:
You may be a recent graduate or early in your career, with some experience or knowledge of property records, data or mapping systems, and a strong interest in developing a career in property or asset management. You will have good communication skills, an eye for detail, and the confidence to work with data and explain information clearly to others.
You will be organised, keen to learn, and able to manage your time with support from an experienced team. You will be comfortable using Microsoft Office and databases, open to learning specialist property, GIS or mapping systems, and motivated to build strong working relationships while developing your skills on the job.

About us:

Wigan Council has been voted ‘Overall Council of the Year’ at the APSE (Association for Public Service Excellence) Awards. We are signed up to the Greater Manchester Continuous Service Commitment ensuring that your service will be continuous or 'unbroken' between the supporting organisations.

The Progress with Unity plan is a place movement for change for the next decade, bringing a new era for Wigan Borough. It draws on the strengths of our individual organisations, recognising that together we can achieve much more for our communities by delivering on our 2 place missions; create fair opportunities for all children, families, residents and businesses and make our towns and neighbourhoods flourish for those who live and work in them.

We are committed to developing our staff through onthejob training, mentoring and access to learning opportunities that help you build a longterm career in property services.
