Take Kate, an absolute wizard at managing housing asset data for our annual £50m capital programme. Kate’s an inspiration to her team. Now a senior manager, she first joined as a college leaver in finance. Through Westminster’s encouragement, as well as her own hard work and determination, she’s gained professional qualifications and taken on a series of increasingly stretching roles.  

 

Today, we depend on Kate’s analytical powers to keep track of the condition of over 21,000 of our tenanted and leasehold homes – from roofs and windows to kitchens and bathrooms. Kate’s committed to achieving the Decent Homes Standard for all our tenants and a high standard for all our leaseholders. Her passion is numbers but, because she grew up in social housing, she also understands the human stories behind the data.

 

More than that she understands the disruption renewal work entails. So when an elderly resident’s family mentioned that their mother needed not just a new kitchen, but adaptations to her bathroom, Kate got right on to it. She co-ordinated with colleagues to assess the resident’s disability needs.

 

Kate’s worked hard to ensure our routine external and internal stock condition surveys pick up on repairs and health & safety issues at the same time. And, by recognising patterns in the data that’s gathered, she makes a vital contribution to forward planning for large-scale capital renewal works. 

The Role:

As Housing Investment Programme Lead, you too can make a powerful contribution. You’ll be the strategic leader of the Housing Directorate, overseeing the full programme of housing investment, ensuring that delivery is coordinated, accountable and outcome focused. The Directorate delivers essential services to residents across the City, managing a diverse portfolio of over 21,000 homes. We’d like you to break down structural and professional silos – bringing people together across shared project outcomes and milestones. Crucially, you’ll foster an inclusive, supportive environment where staff can realise their potential, contribute fully, and collaborate across traditional boundaries.

 

In joining us, you’ll play a key role in designing, planning, developing and delivering the Strategic Asset Management Plan (SAMP), our Westminster Housing Investment Programme that consists of housing investment projects across the borough. You’ll use multiple datasets, asset intelligence and resident insights to build a robust, evidence-led programme. It’ll prioritise safety, long-term resilience and investment certainty. To steer our strategic direction, you’ll influence business cases, capital bids, and budget setting. To manage risks, issues and dependencies associated with projects, you’ll attend reviews and site meetings.

 

As a senior leader, you’ll oversee governance, gateway reviews and collaborative partnerships (consultants, contractors, programme specialists) to ensure a successful delivery of the Housing Capital Programme. Plus, you’ll work closely with project teams, driving strong outcomes through setting expectations, monitoring progress, constructive criticism and encouragement. You’ll see that the team meet deadlines – so that residents can be confident in the project. As a manager, you’ll be motivated, open and engaged, capable of delivering several projects simultaneously.  

 

You’ll also deputise for the Head of Asset Strategy and Chief of Asset Strategy and Major Works – this could include preparation and presentation of Board and Cabinet reports in relation to all project stages.

About You:

We’re seeking someone that has significant experience of initiating and leading major programmes, managing project teams to deliver them, within a large, complex organisation. You’ll bring extensive experience in designing and operating robust programme‑level governance structures, ensuring effective quality assurance and maintaining the overall integrity of the programme. Your programme and project management skills are exceptional. Consulting, monitoring, planning and evaluating are all second nature to you.

 

To be well suited to the position, you’ll bring a good understanding of development and construction projects within a housing and regeneration context.  

 

You’re comfortable analysing and interpreting a high volume of complex management, performance and financial information – then making recommendations.

 

Communication and collaboration are key to this role. You know how to be personal and professional in a way that engenders confidence. You’ve coordinated and provided support at a senior level – including with working with a diverse range of professionals, stakeholders and elected members. This will have entailed writing reports and presenting information clearly to them. With your own team, you model and encourage collaboration. You’re ready to motivate and equip individuals to deliver required outcomes to a high standard, on time.

 

Strong self-management skills are also crucial. You can work under pressure, meet deadlines, and strive to achieve challenging professional goals.

 

You’ll have a recognised formal practitioner qualification in management portfolios, programmes, project management (MoP, MSP, PRINCE2, certified change management or equivalent).
