About Us:

THE EXTRAORDINARY STORY OF GRACE’S PASSION AND DEDICATION

The Environment & Communities Directorate in Westminster City Council is a world of extraordinary stories. Where dedicated people like Grace are using their skills and passion to progress environmental action in the heart of London.

It was at university where Grace first started campaigning for improved recycling facilities, water refill stations, and other eco-friendly initiatives. When she saw the real difference people could make when they came together, she knew she wanted to dedicate her career to community action for the planet.

When she joined us as Principal Engagement Officer, Climate Emergency, she quickly established herself as a passionate advocate for community outreach, engaging various stakeholders across Westminster in the social causes, impacts and solutions to climate change, air pollution, and biodiversity loss.

Grace became a driving force behind our first Citizens’ Climate Assembly, which took place across two weekends in the summer of 2023. Fifty residents were chosen at random from across our diverse communities to come together, learn about the climate emergency, and deliberate how we overcome the barriers to becoming a net zero city by 2040. The assembly produced several recommendations which have informed the evolution of our Climate Emergency Action Plan. Due to the success of this initiative, we’re holding more assemblies to continue community involvement in local decision-making.

The Role:

As a Highways Planning Officer, you can make your own powerful contribution at the heart of a world-class city. Playing a key role in maintaining Westminster’s status as one of the world’s greenest cities, you’ll be responsible for assessing highway, traffic, parking and other transportation issues relating to planning applications and development proposals.

A source of expert guidance and advice on new legislation, highway planning, and waste storage, you’ll work collaboratively with colleagues and partner agencies to build climate resilience in a dense urban environment. Negotiating with property developers and external organisations will form an essential part of your remit, and you’ll help secure funding for improvements to highways, traffic and environmental schemes through sponsorship.

Please refer to the Job Description for more information.

About You:

An established professional with engineering or transport planning experience, you’ll have good knowledge of the powers of highway and planning authorities, alongside knowledge of the following legislation:

  • Town & Country Planning Act
  • The Refuse Disposal Amenity Act 1978
  • Road Traffic Act 1984

On a personal level, you’ll be a natural communicator with great organisational, time management and planning skills. Your written communication skills will be great, and you’ll be confident drafting and contributing to concise, high-quality reports, briefing notes and responses to Freedom of Information requests, complaints and enquiries. Balancing competing priorities will be second nature, and you’ll take a meticulous, thorough approach to everything you do.

In this role, you’ll be encouraged to be yourself, develop and take ownership of new ideas, and lead on exciting changes to the Westminster highway network. Joining a supportive and industry-leading team, you’ll get unrivalled exposure to training, upskilling and mentorship. This is a fantastic opportunity to play a vital role in shaping the highway network of one of London’s most diverse boroughs, and to supercharge your career in the process.
