Take Kate, an absolute wizard at managing housing asset data for our annual £50m capital programme. Kate’s an inspiration to her team. Now a senior manager, she first joined as a college leaver in finance. Through Westminster’s encouragement, as well as her own hard work and determination, she’s gained professional qualifications and taken on a series of increasingly stretching roles.  

 

Today, we depend on Kate’s analytical powers to keep track of the condition of over 21,000 of our tenanted and leasehold homes – from roofs and windows to kitchens and bathrooms. Kate’s committed to achieving the Decent Homes Standard for all our tenants and a high standard for all our leaseholders. Her passion is numbers but, because she grew up in social housing, she also understands the human stories behind the data.

 

More than that she understands the disruption renewal work entails. So when an elderly resident’s family mentioned that their mother needed not just a new kitchen, but adaptations to her bathroom, Kate got right on to it. She co-ordinated with colleagues to assess the resident’s disability needs.

 

Kate’s worked hard to ensure our routine external and internal stock condition surveys pick up on repairs and health & safety issues at the same time. And, by recognising patterns in the data that’s gathered, she makes a vital contribution to forward planning for large-scale capital renewal works. 

The Role:

As Head of Housing Heat Networks, you too can make a powerful contribution. You’ll shape the strategic future, performance and decarbonisation of the heat networks that serve thousands of residents. You’ll oversee day-to-day operations and long-term improvements ensuring fair pricing, excellent customer service and compliance with Heat Network Technical Assurance Scheme (HNTAS) requirements. In particular, you’ll work with the wider corporate WCC Clean Energy team and the ‘Future of PDHU’ project team leading on the transformation of the aged Pimlico District heating undertaking.

 

You’ll prepare the council to operate as a regulated heat supplier under forthcoming legislation, ensuring compliance, customer protection and decarbonisation of heat supply. This will entail implementing improvements to meet new regulations.

 

You’ll manage a multidisciplinary team covering compliance, billing, engineering, customer service and support staff. As a visible leader, you’ll seek to create an equitable and inclusive council, and you’ll encourage your team to value and participate in our culture too. It’s also important that you meet all health and safety requirements.

 

Plus, you’ll work with wider council departments like the environment team & corporate WCC Clean Energy team on decarbonisation initiatives, with a focus on time and scale. For the ‘Future of PDHU’, you’ll ensure that technical, operational and programme-level interfaces are well-coordinated.

 

In all work, you’ll actively consider the impact on our residents. You’ll attend resident and council cabinet meetings.

About You:

To be ready for the role, you’ll have an in-depth knowledge of  heat network delivery models. Working at a senior level, you’ve managed, developed and successfully delivered large, complex heat and energy infrastructure projects, programmes and services. You’ll be well-versed in the legal statutory and legislative environment of the Heat Network operation.

 

You have worked across multiple programme interfaces, coordinating input and dependencies with teams that are delivering related but separately governed programmes.

 

You have represented a large, complex organisation on strategically significant matters before. Doing that, you learnt how to successfully influence a wide range of stakeholders, including those at the highest levels. You’re able to present new ideas in easy-to-understand formats.

 

You are experienced at considering the financial and commercial implications of decisions. This is backed by a strong track record of delivering value for money, securing external funding and finding creative ways to save. An expert organiser, you can plan and prioritise work, producing high-quality output, even under pressure.

 

We’re looking for someone who can confidently supervise in-house teams and technical consultants. You’re able to set strategic decisions and drive progress forwards, inspiring and developing your team.

 

You have a degree in energy, engineering or a related field.
