Today, we depend on Kate’s analytical powers to keep track of the condition of over 21,000 of our tenanted and leasehold homes – from roofs and windows to kitchens and bathrooms. Kate’s committed to achieving the Decent Homes Standard for all our tenants and a high standard for all our leaseholders. Her passion is numbers but, because she grew up in social housing, she also understands the human stories behind the data.
More than that she understands the disruption renewal work entails. So when an elderly resident’s family mentioned that their mother needed not just a new kitchen, but adaptations to her bathroom, Kate got right on to it. She co-ordinated with colleagues to assess the resident’s disability needs.
Kate’s worked hard to ensure our routine external and internal stock condition surveys pick up on repairs and health & safety issues at the same time. And, by recognising patterns in the data that’s gathered, she makes a vital contribution to forward planning for large-scale capital renewal works.
The Role:
As Clerk of Works, you too can make a powerful contribution. You’ll be the expert eyes and ears on the ground, ensuring that our Major Works are realised in the way that the City Council has envisioned.
The Major Works team delivers complex capital projects across Westminster’s housing stock. Our goal is for homes to be safe, high quality and sustainable. We manage construction programmes, engage residents, oversee contractors, uphold governance, value for money, and regulatory compliance.
You’ll lead on the oversight, inspection and assurance of Major Works across allocated estates. In establishing a continuous visible presence at sites, you’ll be standing for the Council. You’ll combine deep technical inspection with creative problem-solving, unblocking complex issues at a pace. Plus, you’ll conduct detailed surveys on sites and stock conditions, looking to prevent resident disruption, mitigate risks, and improve costs. Overall, you’ll ensure that all works meet the highest standards.
You’ll create evidence-based reports that are authoritative on risks, options and recommendations, ensuring compliance with contract drawings, specifications, statutory standards, conservation and health and safety requirements.
You will work with the Commercial team to validate valuations, approving only compliant work and ensuring any issues are identified and resolved before payment. You’ll also provide accurate cost data to Leasehold Services for service charge billing and prepare clear, evidence‑based responses for queries or tribunal cases.
As well as this, you’ll help us to improve, now and in the future. By translating real-time site intelligence into improvements in standards, contracts and resident experience.
From service providers to consultants to residents, this role will require professional, consistent communication that stays solution focused. You’ll need to be comfortable translating technical issues into plain language, and deescalating conflict when it arises. In collaboration with Resident Liaison Officers, you’ll develop a tailored plan for sensitive cases – such as vulnerable households or high impact works.
Flexibility and an openness to travel are key to this role, as you’ll attend sites and resident meetings across Westminster City. This will include out of hours work.

About You:
To be equal to the role, you’ll have worked with seniority as the sole Clerk of Works for a Housing or Capital Major Works delivery. You have significant experience in inspecting works and quality assuring delivery. You’ll have delivered on value for money in capital delivery, through procurement, contractor performance management, scope, change and quality control. Experience confirming Building Regulations/Building Safety Act and other relevant statutory and regulatory and best practice guidance compliance is also key. With strong contract management skills, you’ve administered and assured performance under construction contracts (JCT, NEC) and managed change control, disputes and compliance. You’ve set and reviewed service provider improvement plans, with measurable KPIs and contract levers. Even under pressure, time constraints, and limited resources, you can deliver results.
You understand budget and resource management: monitoring expenditure, forecasting, and ensuring alignment with business plans and funding constraints. Plus, you’ve prepared detailed written reports on technical issues. Experience of computerised record keeping is also useful.
Our residents are our focus. As such, you’ll bring a track record of embedding the Equality Act into services and housing projects, tailoring for vulnerable residents and ensuring outcomes are accessible, representative and responsive to diverse communities. Collaboration is key here – you’ve worked with councillors, contractors, consultants and residents. You’re able to communicate technical content to non-experts.
To complete the tasks of this role, you are physically able to work at height and perform manual labour.
Overall, you’re detail orientated, technically minded, a superb communicator, and intent on embedding inclusivity into your work.
You’re educated to HNC/HND, degree or NVQ Level 6 (or equivalent) in construction, building, surveying or site inspection. With membership of the Institute of Clerks of Works and Construction Inspectorate.
