About Us:
THE EXTRAORDINARY STORY OF KATE’S PASSION FOR NUMBERS AND PEOPLE.
Housing in Westminster City Council is a world of extraordinary stories. Where dedicated and compassionate professionals bring everything to their work.
Take Kate, an absolute wizard at managing housing asset data for our annual £50m capital programme. Kate’s an inspiration to her team. Now a senior manager, she first joined as a college leaver in finance. Through Westminster’s encouragement, as well as her own hard work and determination, she’s gained professional qualifications and taken on a series of increasingly stretching roles.
Today, we depend on Kate’s analytical powers to keep track of the condition of over 21,000 of our tenanted and leasehold homes – from roofs and windows to kitchens and bathrooms. Kate’s committed to achieving the Decent Homes Standard for all our tenants and a high standard for all our leaseholders. Her passion is numbers but, because she grew up in social housing, she also understands the human stories behind the data.
More than that she understands the disruption renewal work entails. So when an elderly resident’s family mentioned that their mother needed not just a new kitchen, but adaptations to her bathroom, Kate got right on to it. She co-ordinated with colleagues to assess the resident’s disability needs.
Kate’s worked hard to ensure our routine external and internal stock condition surveys pick up on repairs and health & safety issues at the same time. And, by recognising patterns in the data that’s gathered, she makes a vital contribution to forward planning for large-scale capital renewal works.
The Role:
As Chief of Supply & Operations for Temporary Accommodation, you too can make a powerful contribution. This role sits at the intersection of policy, finance, legal and delivery. You will lead our efforts to secure high quality, value for money homes for vulnerable people. Plus, you will oversee significant investment across a complex temporary accommodation portfolio. This will involve the acquisition and leasing of single and multi-unit residential properties, either directly or via specialist third party temporary accommodation providers.
It’ll be your responsibility to develop, manage and deliver programmes that supply residential property for temporary accommodation. Your priorities will be to ensure that these fit legal, regulatory and financial requirements. In particular, you will own the Temporary Accommodation Supply Plan, ensuring that it provides a robust, evidence led framework to inform acquisition and leasing decisions. You will set standards, policy, and performance expectations for temporary accommodation. This will mean ensuring surveying, refurbishment and pre-handover processes are complete. We’d like you to stay informed on best practice and property trends, so that your expertise and decision-making remains sharp.
As a leader, you’ll have the opportunity to shape and lead a newly formed multidisciplinary team. You will shape strategy, governance and ways of working. We’d like you to embed a culture of collaboration, innovation, and accountability. Together, you will deliver compliant, sustainable, cost-effective outcomes for our residents.
Collaboration will be key to this role. By working with Housing Solution Services, you’ll understand their requirements and translate them into long-term acquisition strategies. Across the Council, you will be looked to for advice and support on matters relating to temporary accommodation. You will also establish positive relationships with landlords, so that we can further drive value for money and maximise the provision of high-quality accommodation.
We are a thriving, forward-thinking, inclusive place to work. Join us and you’ll get to make a significant difference to vulnerable people by providing them with fit-for-purpose temporary accommodation.
Please refer to the Job Description for more information.
About You:
We are seeking someone with extensive senior property experience, including in investment and leasing, to join us. You have a proven ability to develop strategies and deliver high-value, complex property transactions within budget and on schedule. You’re knowledgeable about national public sector laws and relevant local planning implications, such as the National Planning Policy Framework (NPPF), the Community Infrastructure Levy (CIL) and S106 financial contributions. This is complemented by an in-depth understanding of property valuation standards, planning principles, and market trends.
Strong financial literacy is core to this role. You can produce viability and financial assessments, manage budgets, and drive cost savings. Plus, you have excellent commercial skills and an eye for spotting new opportunities.
You’ll bring experience in leading multi-disciplinary teams within a property service. You’re a strong, visible leader who seeks to develop and inspire those working with them. A commitment to equality and diversity is critical.
Given the nature of our work, it would be beneficial if you’ve worked in a political environment with competing pressures before. You’re aware of the challenges faced by local government. Superb negotiation skills are critical, as you’ll need to secure arrangements in a highly competitive marketplace.
Crucially, you’ll maintain a central focus on our residents – ensuring that their needs are the prioritised in all business strategies.
We’d like for you to be a member of the Royal Institution of Chartered Surveyors.
