Take Kate, an absolute wizard at managing housing asset data for our annual £50m capital programme. Kate’s an inspiration to her team. Now a senior manager, she first joined as a college leaver in finance. Through Westminster’s encouragement, as well as her own hard work and determination, she’s gained professional qualifications and taken on a series of increasingly stretching roles.  

Today, we depend on Kate’s analytical powers to keep track of the condition of over 21,000 of our tenanted and leasehold homes – from roofs and windows to kitchens and bathrooms. Kate’s committed to achieving the Decent Homes Standard for all our tenants and a high standard for all our leaseholders. Her passion is numbers but, because she grew up in social housing, she also understands the human stories behind the data.

More than that she understands the disruption renewal work entails. So when an elderly resident’s family mentioned that their mother needed not just a new kitchen, but adaptations to her bathroom, Kate got right on to it. She co-ordinated with colleagues to assess the resident’s disability needs.

Kate’s worked hard to ensure our routine external and internal stock condition surveys pick up on repairs and health & safety issues at the same time. And, by recognising patterns in the data that’s gathered, she makes a vital contribution to forward planning for large-scale capital renewal works. 

The Role:

As Capital Investment Manager, you too can make a powerful contribution. You’ll be central to the delivery of impactful projects within the Westminster Major Works Programme.

The Major Works team delivers complex capital projects across Westminster’s housing stock. Our goal is for homes to be safe, high quality and sustainable. We manage construction programmes, engage residents, oversee contractors, uphold governance, value for money, and regulatory compliance. You’ll support the Senior Capital Investment Manager as part of a high-performing, multi-disciplinary team to ensure projects are delivered on time, on budget and to the highest quality. We’re aiming for an innovative, transformative approach. You will place resident experience, safety, and voice at the heart of all decisions from inception to close-out. Our residents should be a partner in the Major Works Delivery, not just its passive recipients.

You will proactively commission, plan, execute and compete Capital Works projects across all stages. Working to ensure that resident voices inform key project decisions, particularly around decanting, design options, site logistics and social value outcomes. You’ll follow to robust programme governance and management frameworks, including feasibility assessments, cost control, risk and issue management, and compliance with all statutory, financial, and contractual obligations. It’s key that you develop and implement Scheme Quality and Delivery Plans that are tailored to project complexity, compliant with statutory requirements and Net Zero targets. You’ll monitor, manage and report on project performance ensuring delivery to agreed cost, quality and time parameters, escalating to senior management when needed. Plus, you’ll check on the performance of service providers and other delivery partners, ensuring that targets and standards are met. We’d like you to be proactive about managing project risk and dispute resolution.

To keep stakeholders and residents informed, you’ll prepare and present timely, relevant reports on projects and the Major Works Programme. You’ll partner with teams across the Council to further drive our effectiveness.

About You:

To be equal to the role, you’ll be experienced at delivering complex, multi-disciplinary capital programmes across all RIBA stages (0-7) to time, budget and quality. You’ve led projects that have achieved high levels of resident and stakeholder satisfaction. They were accessible, representative and responsive to the needs of diverse communities. Plus, you’ve driven value for money in capital delivery through procurement, contractor performance, scope management and quality control.

You’ll bring practical construction knowledge — from plant and equipment to materials and on‑site ways of working — ensuring the solutions we adopt are grounded, effective and deliverable. You’ll also apply your understanding of construction methods and sequencing to plan and manage programmes, using scheduling software to build, analyse and adjust timelines, resolve delays and keep projects on track.

As well as this, you’ll bring working knowledge of project and programme management methodologies such as RIBA, PRINCE2 and MSP, applying structured approaches to plan, deliver and review projects effectively. You have strong contract management experience across JCT and NEC contracts, confidently managing performance, change control, disputes and compliance for multiple service providers. Even in high pressure environments with limited resources, you can deliver results.

It’s important that you’re comfortable operating in complex political and partnership environments. You’ve collaborated with senior officers, councillors, residents, statutory bodies and external agencies before. And you’re able to onboard new service providers.

It is crucial to us that you’re able to lead meaningful resident and stakeholder engagement. You’re ready to co-design projects so that resident priorities are reflected in project scope, design and delivery.

You are a strong problem-solver, able to come up with creative solutions. This is paired with excellent organisational skills, the ability to juggle multiple priorities, while maintaining high standards. Proficiency in Microsoft Office and the ability to learn new digital tools is also key. You’re self-motivated, proactive, and committed to your own development.

We’d like to see a relevant professional qualification or Chartered Membership (or working towards) of a relevant Professional Body (e.g. MRICs, MCIOB, APM). Demonstrable equivalent experience also works.
