About the role:
We are looking for an experienced and ambitious Data Engineer to join our Business Intelligence service at an exciting point in the Council's data journey.
This is an opportunity to do much more than maintain existing data processes. We are modernising how we manage, connect and use data across the Council, moving away from fragmented and siloed datasets towards modern, trusted and reusable data products that help our services make better decisions.
You will play a key role in designing and building the data infrastructure that supports this ambition, using technologies including Microsoft Fabric, Power BI, SQL, Python and R. You will develop data pipelines, models, semantic models and reporting solutions that bring together information from multiple systems and make it easier for analysts and services to understand demand, performance, outcomes and the journeys of our residents.
This is a great opportunity for somebody who enjoys solving complex problems but also wants to see the real-world impact of their work. The data we manage supports services used every day by Waltham Forest residents, and you will help turn that data into something that is trusted, accessible and genuinely useful.
Key Responsibilities
- Design, develop and maintain data pipelines, data models and reporting solutions using Microsoft Fabric, Power BI, SQL, Python and related technologies.
- Develop trusted datasets, semantic models and reusable data products to support business intelligence and analytics.
- Integrate data from multiple systems to provide joined-up insight into service delivery, performance and resident outcomes.
- Collaborate with stakeholders to gather requirements and deliver innovative data and reporting solutions.
- Identify and resolve data quality, integrity and consistency issues across source systems.
- Support data migration, modernisation and digital transformation initiatives.
- Develop dashboards, reports and visualisations that enable evidence-based decision making.
- Create and maintain technical documentation, standards and best practices.
- Ensure compliance with UK GDPR, Data Protection Act 2018 and information governance requirements.
- Mentor colleagues and contribute to the development of Business Intelligence capabilities across the organisation.
Job Requirements
- Significant experience in data engineering, business intelligence, analytics or data development environments.
- Advanced knowledge of SQL, ETL processes, relational databases and modern data architectures.
- Strong experience with Power BI, Power Query, DAX and data visualisation techniques.
- Experience designing, building and maintaining data pipelines, dataflows and semantic models.
- Knowledge of cloud-based data platforms, preferably Microsoft Fabric and Azure technologies.
- Excellent analytical, problem-solving and stakeholder engagement skills.
- Experience managing data quality, governance and information security requirements.
- Ability to communicate complex technical concepts to both technical and non-technical audiences.
- Experience delivering projects and driving continuous service improvement.
Qualifications and Requirements
Essential
- Bachelor's degree in Data Science, Computer Science, Mathematics, Engineering, Finance, Economics or a related discipline, or equivalent professional experience.
- Evidence of continuing professional development.
- Strong practical experience with SQL and at least one programming language such as Python or R.
- Proven experience developing data solutions, reporting products and business intelligence tools.
Desirable
- Microsoft certifications or other relevant ICT professional qualifications.
- Experience with Microsoft Fabric, Azure Data Services and modern cloud-based analytics platforms.
- Experience working within public sector or local government environments.
Additional Requirements
Commitment to maintaining up-to-date professional, technical and leadership skills.
Ability to work collaboratively with senior stakeholders, partners and multidisciplinary teams.
Strong documentation and knowledge-sharing practices.
Understanding of data governance, cyber security, UK GDPR and Data Protection Act 2018 requirements.
Ability to work in a hybrid environment, attending the office a minimum of two days per week or as required by service needs.
Willingness to support organisational change, innovation and continuous improvement initiatives.
Interested?
If you are an experienced data professional who wants the opportunity to build rather than simply maintain, to help shape a modern data environment and to use your skills on challenges that directly affect public services and residents, we would be really interested in hearing from you.
We are particularly interested in people who combine strong technical skills with curiosity, pragmatism and the confidence to ask: “Is there a better way of doing this?”
