About the role: 

The Procurement Division in Waltham Forest is responsible for taking a strategic view of the Council’s supply chain, internal and external, ensuring value for money contracts are established, strategic contracts managed effectively and performance and business intelligence used to manage external suppliers and challenge internal services. Our commercial approach to procurement and supplier management is key to delivering savings.

An opportunity has arisen for a Procurement Officer (sub FTS) in an award winning team to be responsible for ensuring the Council’s procurement systems work effectively and that users are supported accordingly in delivering value for money contracts (valued below EU thresholds only) and conducting compliant end-to-end procurement processes., whilst providing training to staff and across all partners.  As a result the role contributes to compliance and also provides basic procurement advice. The postholder will deal with enquiries from internal customers regarding procurement processes/procedures/policy and systems, manage procurement processes for relevant contracts. The outcomes are key to supporting improved governance, processes and strategic decision making.

In fulfilling this role the post-holder will be working as part of PS Procure, selling procurement services to other public sector bodies i.e. London Borough of Redbridge, so will be required to work flexibly across multiple sites.

The successful candidate must have good communication, organisational and influencing skills and have experience of working as part of a cross functional team.

Development through the post will see you gain experience in the letting of a wide range of contracts, delivering savings and using the UK Public Contract Regulations to achieve the outcomes required by the organisation. Furthermore you will develop your practical experience of managing supplier relationships and negotiating contract changes whilst working and leading as part of a cross functioning team.

 

 

Key Responsibilities: 

Advise or lead on low-value, low-complexity procurement exercises (e.g. invitation to quote and further competitions under existing frameworks).

To provide advice/support to Council staff in conducting procurement processes for contracts valued below FTS thresholds for goods, services and works.

Review and advise on procurement documentation (e.g. specifications, instructions to bidders).

Spend analysis/ “gap” analysis undertaken to improve the efficiency of Council procurement and deliver better value for money contracts.

Advise on the evaluation of bids and contract award procedures.

To provide advice/support to Council staff in using the Council’s e-procurement and e-tendering systems.

Provide formal training to staff across the Council regarding procurement systems, procurement processes/skills/techniques, and procurement rules/regulations.

Manage risk within area of responsibility. Ensure all stakeholders are aware of and comply with relevant regulations and procedures.

Ensuring the Council’s contract register is up-to-date and accurate.

Manage Strategic Commissioning Board functionality, ensuring meetings are run smoothly and efficiently.

Provide regular updates on Intranet/Sharepoint access, ensuring data is up to date and accurate.
