Waltham Forest in east London is undergoing major transformation with a significant amount of investment coming into the borough through new developments, regeneration and infrastructure improvements.

Parking Team overview and Project Support Officer Role
Your primary responsibility will be to support the contract monitoring officers in overseeing and ensuring the efficient operation of parking services. This includes monitoring and analysing performance data, handling complaints and resident inquiries, managing parking infrastructure maintenance, assisting with financial tasks, contributing to project implementation, and participating in training and development activities.
 

 

Key Responsibilities: 

Contract Monitoring:
• Assist contract monitoring officers in analysing and monitoring performance data related to on-street parking enforcement, car pound operations, and CCTV enforcement.
• Collaborate with the contractor to identify practical solutions to problems and respond to customer and stakeholder inquiries.

Complaints/Resident Inquiries:
• Investigate and propose potential solutions for various complaints and inquiries made by residents and customers.
• Familiarize yourself with stage 1 and stage 2 complaint procedures, as well as handling Freedom of Information queries.

Parking infrastructure Maintenance:
• Manage the maintenance of parking infrastructure, including on-street areas, council-owned car parks, signage, and road markings.
• Conduct site visits to investigate reports of missing or damaged infrastructure and raise purchase orders for necessary remedial works.

Finances:
• Gain familiarity with the council's financial software program and actively participate in raising purchase orders related to parking services.

Project/Schemes:
• Contribute to the delivery of various new schemes, such as School Streets, controlled parking zones, and CCTV enforcement implementation.
• Process school street exemptions and handle day-to-day inquiries in collaboration with the school streets team.
• Work closely with other sections within the Highways department to ensure successful service delivery in traffic and highway management.

Training & Development:
• Participate in training programs and workshops to develop knowledge and skills in contract management, negotiation, and legal compliance.
• Stay updated on industry best practices and emerging trends in contract management, parking enforcement, and traffic management legislations/policies.
 

 

Qualifications and Requirements: 

Knowledge, Skills and Experience
•    Experience of having worked in a fast paced, customer focused environment. 
•    Excellent knowledge and application of IT systems and software packages.
•    Relevant legislative and or procedural knowledge for specialist area.
•    Ability to work with minimum supervision, using problem solving skills and initiative to provide a customer focused support service. 
•    Excellent levels of literacy and numeracy. 
•    Ability to work flexibly, balancing competing priorities and meeting deadlines whilst understanding the needs, timescales and deadlines of others 
•    Ability to deal diplomatically and confidentially with a wider range of stakeholders internally and externally
•    Ability to identify improvements to processes and systems and to share the recommendations with the wider team.
•    Sufficiently mobile to undertake site visits.
•    Ability to produce a reasoned report on a relevant subject.
•    Ability to think logically and demonstrate numeracy.
•    A valid driving license preferable but not essential.
•    Ability to complete work within specified timescales and budgets.
•    Preferable to be able to speak the most common community languages in Waltham Forest other than English. These include Turkish, Urdu, Somali, Albanian, Bengali, Hindi and French.
Minimum 5 GCSE (A* - C/ 4 +) including Maths, English & Science.
