We are recruiting three Senior Transformation Project Managers, to support the Housing Options and Homelessness Division (HOH) transformation programme.

About Tower Hamlets and the Housing Options and Homelessness Division

Tower Hamlets is diverse and vibrant borough in the heart of London. Tower Hamlets Council has big ambitions to improve the lives of the 332,000 residents that call our borough home.

The Housing Options and Homelessness Division (HOH) aims to prevention homelessness and rough sleeping and secure suitable homes for residents with housing needs. We are responsible for homelessness prevention, rough sleeping, temporary accommodation (TA), housing options and advice, the housing register for social homes and a range of related support services.

Last year, we supported nearly 2,500 residents who applied as homeless and currently house over 3,000 homeless households in temporary accommodation. But demand for our homelessness service and social housing register is rising, driving increasing pressure on the council’s finances. Without urgent change, these pressures will lead to significant risk to the council’s financial sustainability.

About the HOH Transformation Programme

Tower Hamlets has embarked on an ambitious transformation programme for the Housing Option and Homelessness (HOH) division and we’re looking for people to help make this change happen.

This transformation programme is moving the service from managing crisis to preventing homelessness, which will include redesigning how we work so residents get the right help when they need it. We are building a prevention focused, data driven and trauma informed service to improve outcomes for residents and build a more joined-up and rewarding working environment.

We have just finished Phase 1 of the programme and looking to expand the team for Phase 2 of the programme. Alongside a restructure we are redesigning services, improving the resident experience, strengthening the leadership and culture, using insights and data intelligence to support better monitoring and decision making and embed new ways of working across the service.

About the roles

This is an exciting opportunity to work on a high-profile transformation programme that can have a real impact on the lives of Tower Hamlets residents. In each of these roles you will work across a range of workstreams, with one area you will lead on. Please state in your application which role you think best matches your knowledge and experience.

Senior Transformation Project Manager Resident Experience Lead – 22 Months

This role requires service design experience, as you improve resident journeys through the division, including resident journeys for those who are homeless, in TA or need support with finding new private rented accommodation.

You will continue our systems thinking work that looks at the full resident journey from the front end to getting their housing needs met, including ensuring it is clear to all staff and residents the processes that should be followed that lead to increased prevention and support for Tower Hamlets Homeless residents.

You will work with the wider division to update and add to our policies and processes, to ensure they are following the law and support the needs of residents and staff. You will work closely with our Project Manager to ensure training is provided on updated process, policies and procedures and that they are embedded within the division and understood across TH Council.

Senior Transformation Project Manager – Intelligence, Insight and AI lead – 12 Months

This is an exciting opportunity to help shape a new Insight and Intelligence function at the heart of one of London’s largest housing and homelessness services, using data, analytics and AI to make a tangible difference for residents who need it most.

You’ll lead the Insight, Intelligence, and AI workstream of the Transformation Programme, working closely with the Director of Housing Options and Homelessness and a new Head of Divisional Reporting and Assurance. You’ll embed a new Strategic Performance Framework, lead our divisional reporting approach and design how the division uses data to drive service improvement, and lead our work to develop, test and safely embed AI solutions in partnership with a strategic delivery partner.

We’re looking for someone with experience and expertise in data analysis and strategic storytelling, ideally in a housing or local government context. You will be excited by the chance to build something from scratch and someone who wants their work to translate directly into better outcomes for residents. Knowledge of AI and service design is a plus.

Senior Transformation Project Manager – Long Term TA Supply Strategy Lead – 12 Months

You’ll lead delivery of two key workstreams within the Transformation Programme, reshaping our Temporary Accommodation (TA) model and strengthening financial sustainability.  You’ll drive adoption and delivery of the long-term TA Supply Strategy, reducing reliance on costly nightly-paid accommodation while increasing access to more stable housing through acquisitions, hostels and leasing.  Working with senior leaders and partners, you’ll secure and embed the operational capacity needed to deliver the aims of the strategy and deliver measurable savings and improved outcomes for homeless residents.

Alongside this, you’ll lead work to maximise income and reduce costs across the service.  This includes working with existing teams to improve financial processes, strengthen move-on pathways and recover former tenant arrears.  Working with the service, you’ll identify and prioritise opportunities, deliver targeted interventions, and ensure changes are embedded into business as usual.

We’re looking for someone with strong delivery focus, commercial awareness and the ability to turn strategy into results, ideally in a housing or local government context.

About you

  • We are looking for people with a track record of delivering complex transformation programmes, preferably in a local government context
  • You will have excellent project management capabilities and will be great at building relationships at all levels of the organisation.
  • You will bring one specialism to the role – either service design, data and insights or strategy implementation – that supports you to be an expert in your focus area.
  • Experience of Housing Options and Homelessness would be a real plus (and is a requirement for the Long Term TA Supply Strategy Lead)
  • This role is hybrid, with an expectation that you will be in our Whitechapel office three days a week
