Local Youth Transformation Programme Manager

Young Tower Hamlets is ambitious for our young people, and we are on a journey to transform and strengthen our Local Youth Offer. This key strategic role is a unique opportunity to help transform outcomes for young people by ensuring our Local Youth Offer is evidence-led, impactful, and responsive to need. We’re looking for a dynamic, driven manager to help lead this change.
This is a unique opportunity to help shape youth services across the borough, driving improvement, innovation, and collaboration across statutory services and the voluntary and community sector (VCS). You’ll play a key leadership role in embedding high-quality, inclusive, and evidence-based youth provision that meets the needs of all young people.
In this pivotal role you will also oversee a team of staff and specialists to deliver programme outcomes that drive continuous improvement across the Local Youth Offer, ensuring high standards of practice, strong partnership working, and meaningful youth participation across all services. You will provide regular progress reports to senior leaders, governance boards and national bodies including DCMS and NYA and represent Tower Hamlets at regional and national forums.
The key focus for this role is to lead transformation activity across nine priority areas:
- Needs Assessment
- Youth Engagement & Participation
- Statutory and VCFS Partnerships
- Quality of Youth Work Practice
- Local Youth Offer Planning
- Workforce Development
- Youth Work Curriculum
- Safeguarding
- Monitoring, Evaluation and Impact
Role Requirements
- Extensive experience in youth services, community development, programme management, or service transformation
- Strong knowledge of youth work practice, safeguarding, and quality assurance frameworks
- Experience of working across multi-agency partnerships including voluntary and community sector organisations
- Experience in workforce development, training, or practice improvement
- A commitment to equality, inclusion and improving outcomes for diverse communities
- Experience of embedding youth participation and co-production
- A relevant professional qualification (Youth Work JNC or project management) or significant equivalent experience is essential.

We have fantastic transport links – Tower Hamlets Town Hall is directly opposite Whitechapel Station, which is a minute away. Whitechapel is an interchange station which serves Hammersmith & City, District, Overground, with quick access to central line DLR and Jubilee lines. We also have the Crossrail Elizabeth line with links to Canary Wharf, Shenfield/Abbey Wood/Heathrow and Stratford, which is the best-connected hub in London.
Additional Information
This is a full-time post, fixed term until 31 March 2027. The vacancy will be closed once we have reached the maximum number of applications.
The role will be based at Tower Hamlets Town Hall.
