We are looking for an exceptional Learning & Development Lead to play a pivotal role in transforming how we develop talent, leaders and organisational capability across one of London's most diverse and dynamic boroughs.

This is not a traditional training role.

You will lead the shift from reactive learning provision to a strategic, evidence-led approach that builds workforce capability, strengthens leadership and helps create a high-performing, inclusive organisation where people can thrive.

What you'll do

Lead the development and delivery of the Council's Learning & Development strategy.
Design a modern learning offer that supports leadership, management, professional and technical development.
Build a culture of continuous learning, accountability and professional excellence.
Use workforce intelligence, skills analysis and organisational data to shape solutions to future capability needs.
Lead innovation in digital, blended and scalable learning solutions.
Develop leadership and management capability across all levels of the organisation.
Influence senior leaders to embed learning into organisational culture and business planning.
Ensure learning investment delivers measurable organisational impact.

What we're looking for

You will be an experienced learning, organisational development or workforce development leader with a track record of delivering strategic change and measurable organisational outcomes through learning and development.

You will bring:

Significant experience leading organisational learning and development within a complex organisation.
Expertise in leadership and management development.
Strong strategic thinking and workforce planning capability.
Experience using data and insight to shape learning priorities.
The ability to influence, challenge and engage senior stakeholders.
A passion for creating inclusive, high-performing workplace cultures.
A commitment to delivering excellent outcomes for employees and residents.
