We are looking for an exceptional Learning & Development Lead to play a pivotal role in transforming how we develop talent, leaders and organisational capability across one of London's most diverse and dynamic boroughs.
This is not a traditional training role.
You will lead the shift from reactive learning provision to a strategic, evidence-led approach that builds workforce capability, strengthens leadership and helps create a high-performing, inclusive organisation where people can thrive.
What you'll do
- Lead the development and delivery of the Council's Learning & Development strategy.
- Design a modern learning offer that supports leadership, management, professional and technical development.
- Build a culture of continuous learning, accountability and professional excellence.
- Use workforce intelligence, skills analysis and organisational data to shape solutions to future capability needs.
- Lead innovation in digital, blended and scalable learning solutions.
- Develop leadership and management capability across all levels of the organisation.
- Influence senior leaders to embed learning into organisational culture and business planning.
- Ensure learning investment delivers measurable organisational impact.
What we're looking for
You will be an experienced learning, organisational development or workforce development leader with a track record of delivering strategic change and measurable organisational outcomes through learning and development.
You will bring:
- Significant experience leading organisational learning and development within a complex organisation.
- Expertise in leadership and management development.
- Strong strategic thinking and workforce planning capability.
- Experience using data and insight to shape learning priorities.
- The ability to influence, challenge and engage senior stakeholders.
- A passion for creating inclusive, high-performing workplace cultures.
- A commitment to delivering excellent outcomes for employees and residents.
