At Tower Hamlets, we're investing in leadership and management capability as a critical enabler of organisational performance, cultural change and service improvement. As part of our HR & OD function, we're looking for an experienced Leadership & Management Development Specialist to help create, deliver and continuously improve a modern leadership development offer that supports our managers and leaders at every stage of their career.

About the role

Reporting to the Learning & Development Lead, you will be responsible for designing, delivering and evaluating leadership and management development programmes that build capability, strengthen performance and support the delivery of the Council's priorities.

Working closely with HR Business Partners, Culture & Change colleagues, senior leaders and managers, you will identify organisational capability needs and develop learning solutions that address current and future workforce challenges.

You will lead the development and delivery of management and leadership programmes, coaching and mentoring initiatives, development pathways and learning interventions, ensuring they are practical, accessible and deliver measurable impact.

The role will also involve commissioning and managing external learning providers, evaluating outcomes and using workforce insight to continuously improve the leadership development offer.

About you

We're looking for an experienced learning and development professional who is passionate about leadership development and creating learning experiences that genuinely improve organisational performance.

You will bring:

  • Experience designing and delivering leadership and management development programmes within a complex organisation.
  • A strong understanding of leadership, management and talent development frameworks.
  • Experience facilitating learning interventions, workshops, coaching or development programmes.
  • The ability to use workforce data, feedback and organisational insight to shape learning solutions.
  • Experience working with senior stakeholders and influencing leaders at all levels.
  • Strong programme management, facilitation and communication skills.
  • Experience commissioning and managing external learning providers is desirable.

  • Competitive salary £58,551 - £61,686.
