We are recruiting for a Project / Change Manager, to support the Residents’ Hub transformation programme.
This is a Fixed Term Contract for 15 months

The Residents' Hub Transformation Programme is a major transformation initiative that will redesign how residents access council and partner services across the borough. We are developing a new place-based service model that brings services together locally, creates simpler customer journeys, improves access to support and increases resolution at first contact. The programme is underpinned by a commitment to tackling inequality, improving resident outcomes and delivering services in a way that works for our communities.
The Project / Change Manager role is suited to an ambitious and delivery-focused professional with experience of leading change initiatives and supporting organisations through transformation.
You will lead the programme's engagement, communications and change management activity, helping to ensure the successful adoption of new ways of working across the Council. Working closely with services, stakeholders and partners, you will develop and deliver change interventions that support staff through the transition from the current model to the future service.
Alongside your change management responsibilities, you will provide project management support across the programme, helping to coordinate workstreams, manage dependencies, monitor delivery and ensure milestones are achieved. You will work closely with the Transformation Portfolio Manager and wider programme team to maintain momentum, resolve issues and support effective programme governance.
You will work closely with HR and service managers to assess organisational impacts, develop change approaches and ensure staff are equipped with the knowledge, skills and confidence needed to adopt new processes and ways of working. You will use a range of change management techniques and approaches to encourage engagement, build readiness for change and support long-term adoption.
Internal communications will be a key element of the role. You will develop clear and compelling communications for a wide range of stakeholders, ensuring staff, partners and residents understand the programme's vision, progress and benefits.
You will undertake work of a complex nature across corporate and service areas, producing a range of project and change management products including project plans, stakeholder analyses, equality impact assessments, change readiness assessments, communications plans, engagement plans, learning and development plans and governance reports. You will also provide hands-on support to teams and managers throughout implementation, helping to embed change and realise programme benefits.
About you
- We are looking for someone with experience of delivery complex transformation programmes and business analysis, preferably in a local government context
- You will be a self-motivated ‘doer’, who is able to pick up and deliver keys projects and present complex work clearly and concisely.
- You will be an expert in change management and in building relationships at all levels of the organisation and be able to bring people on board with key areas of your work.
- Experience of Customer Services would be a real plus
- This role is hybrid, with an expectation that you will be in our Whitechapel office three days a week.
