Job Introduction
We are looking for a highly organised, proactive and detail‑focused Project Officer to support the delivery of key environmental projects and transformation work across our Environment Service. This is a pivotal role at the heart of our Local Government Reorganisation (LGR) preparations, helping us shape modern, efficient and sustainable services for our communities.
Our Environment Service covers a wide range of operational areas including waste and recycling, street cleansing, parks and open spaces, grounds maintenance, car parks, cemeteries and more. We are seeking someone who can bring structure, clarity and coordination to complex workstreams while supporting the Head of Environment and wider teams.
The role
As a Project Officer (Environment), you will provide project, organisational and analytical support across the service, with a strong focus on LGR‑related workstreams. You will help coordinate meetings, track progress, gather data, maintain documentation and support the development of new service models.
Key aspects of the role include:
Coordinating project activity, schedules, documentation and workflows.
Supporting LGR workstreams through data gathering, research, reporting and stakeholder liaison.
Maintaining project plans, risk logs, action trackers and dashboards.
Assisting with the development of service blueprints, workflows and process maps.
Organising meetings, workshops and briefings, including agendas and minutes.
Drafting reports, briefing notes, business cases and project papers.
Supporting procurement, contract administration and operational reviews.
Working closely with teams across Waste, Street Cleansing, Parks, Open Spaces, Car Parks and corporate project teams.

Local Government Reorganisation
The government is reorganising local councils in Surrey. The current two-tier system where services are split between Surrey County Council and district or borough councils, will be replaced by two new unitary councils - East Surrey Council and West Surrey Council.
East Surrey Council will cover Elmbridge, Epsom & Ewell, Mole Valley, Reigate & Banstead and Tandridge District managing all local services, including housing, planning, waste, education, roads and social care.
Although this may lead to some uncertainty for anyone considering a role with us, we need to continue to provide services.
When the new councils are created in April 2027, most staff will transfer to the new council on their current terms and conditions. Being part of a larger organisation may offer additional opportunities for career development and variety.
