Job Introduction
We are looking for an experienced and motivated Project Manager to lead the delivery of our Communities Capital Programme.
This is an exciting opportunity to make a real difference by delivering improvements to key community facilities across the district, including play areas, parks, sports pitches and public conveniences. You will manage projects from concept through to completion, ensuring they are delivered on time, within budget, and to a high standard.
About the role
You will be managing a portfolio of capital projects from inception to completion
Leading procurement and managing contractors and suppliers
Developing project plans, budgets and timelines, and monitoring delivery
Engaging with residents, councillors and stakeholders to shape projects
Delivering community engagement activities such as meetings and consultations
Managing project budgets and financial reporting
Ensuring compliance with health and safety, planning and regulatory requirements
Reporting progress to senior managers and elected members
Who we’re looking for
We’re looking for someone who can bring strong project management experience and a passion for delivering community improvements.
We are looking for:
Proven experience of managing projects, ideally within a capital or construction environment
Experience of procurement, contract management and working with contractors
Strong stakeholder engagement skills and experience working in partnership
Excellent organisational, problem-solving and communication skills
A relevant qualification or equivalent experience (PRINCE2 or similar preferred)
Ability to manage budgets and deliver value for money
The ability to manage multiple projects and work to tight deadlines
You’ll also need a full driving licence and be able to travel across the district
Flexibility to attend occasional evening meetings for community engagement activities

Local Government Reorganisation
The government is reorganising local councils in Surrey. The current two-tier system where services are split between Surrey County Council and district or borough councils, will be replaced by two new unitary councils - East Surrey Council and West Surrey Council
East Surrey Council will cover Elmbridge, Epsom & Ewell, Mole Valley, Reigate & Banstead and Tandridge District managing all local services, including housing, planning, waste, education, roads and social care.
Although this may lead to some uncertainty for anyone considering a role with us, we need to continue to provide services.
When the new councils are created in April 20027, most staff will transfer to the new council on their current terms and conditions. Being part of a larger organisation may offer additional opportunities for career development and variety.
