Are you passionate about improving outcomes for children, young people and families, and ready to help shape Surrey’s future cluster-based approach to inclusion, early intervention and prevention? If so, we would love to hear from you.

As Surrey prepares for Local Government Reorganisation, this is an opportunity to contribute to the development of integrated local services and help shape future ways of working that place children, families and communities at the centre of service delivery.

About the Team
The Team Around the School Support Hub (TASSH) sits within Surrey's Early Intervention, Prevention and Support Service.
We work alongside schools, settings, families and partner agencies to strengthen inclusion, promote early intervention and support children and young people to thrive within their local communities.
Through Surrey’s developing Experts at Hand approach, we are enhancing Surrey's offer by providing a stronger local presence around schools and settings. This enables timely consultation, coordinated support and earlier intervention when needs emerge.
This increased emphasis on preventative and collaborative working allows us to work alongside education professionals and partners to strengthen capacity, improve inclusive practice and support children and young people at the earliest opportunity.
About the Role
As a TASSH Cluster Coordinator, you will provide both strategic and operational leadership across an allocated cluster, working closely with schools, settings, partner agencies and Surrey services to coordinate support, strengthen local partnerships and drive measurable improvements in outcomes for children and young people. The role requires the ability to build and maintain strong, productive relationships with education providers and stakeholders, supporting inclusive practice, prevention and early intervention activity while ensuring that identified needs are responded to effectively.
You will lead and facilitate multi-disciplinary meetings and discussions with schools and settings, ensuring clear actions, accountability and follow-through. This will involve managing complex and sometimes challenging conversations, navigating differing professional perspectives, providing appropriate support and challenge and exercising sound professional judgement where there may be ambiguity, risk or competing priorities. You will also be expected to respond confidently when decisions, actions, priorities or progress are challenged, providing clear, evidence-informed rationale and maintaining accountability in complex situations.
Alongside school-facing responsibilities, you will play a key leadership role within Surrey’s developing cluster model, contributing to service development, quality assurance, performance monitoring, workforce development, resource deployment, risk management and continuous improvement activity. Using data and intelligence to inform planning and decision-making, you will lead cluster-based planning and reflective problem-solving, support service transformation initiatives and provide leadership, supervision and support to staff within the cluster structure. This includes overseeing deployment, promoting professional development, driving performance improvement and ensuring consistency of practice across the service.
Shortlisting Criteria
In order to be considered for shortlisting, your application will clearly evidence the following skills and align with our
behaviours
:
Substantial experience working within education, SEND, early intervention, inclusion, children's services or a related field, with the ability to operate confidently at both strategic and operational levels.
Proven experience of partnership working, multi-agency practice and chairing or facilitating meetings that result in clear decisions, agreed actions and accountability.
Strong relationship-building, communication and influencing skills, including the ability to provide constructive challenge, manage differing perspectives and bring partners together around shared solutions.
Ability to exercise professional judgement, manage risk, navigate complex situations and remain confident when challenged about decisions, actions or progress.
Experience of using data, insight and local intelligence to inform planning, prioritisation, service development and evidence-informed decision making, whilst managing competing priorities and delivering agreed outcomes.
Demonstrable leadership skills, including the ability to lead change, support service improvement, develop others and contribute positively within a developing and evolving service environment.
We are looking for experienced and reflective practitioners who share our commitment to inclusion, collaboration, early intervention and excellent support for schools, settings, children, young people and families, and who can turn that commitment into confident, independent and relational leadership across a local cluster.
To apply, we request that you submit a CV and you will be asked the following 4 questions:
Describe a time when you identified a pattern of need, challenge or inequality across a school, group of schools or service. How did you use data, intelligence and stakeholder feedback to identify the issue, what action did you take, and what measurable impact did this have on school practice, inclusion and outcomes for children and young people?
Tell us about a time when you brought together schools, families and partner agencies to address a complex issue or achieve a shared goal. What was your role in driving collaboration, how did you secure commitment from others, and what difference did this make to schools' ability to meet need and improve outcomes for children and families?
Provide an example of how you have supported a school, setting or group of schools to strengthen their inclusive practice and develop sustainable capacity to meet the needs of children and young people. What strategies did you use, how did you influence practice, and what evidence demonstrated improved confidence, capability or outcomes?
Describe a time when you were personally accountable for making a complex decision across competing priorities. How did you use evidence and professional judgement to reach your decision, and what was the impact of the outcome?
