We have a great opportunity for a new
Alternative Provision and CNiS Quality Manager
to join our Children Not in School (CNiS) team based at Victoria Gate in Woking.
We support hybrid working with the right balance. We come together in person for two days per week on average, and support working from home and remote working the rest of the time.

About the Role
The Schools and Well-Being Bill places Children Not in School as a central part of the legislation to ensure all children receive a suitable education. Our practice in Surrey around Children Not in School is well established and has been referenced positively by OfSTED in Local Authority Inspections. However, with the passing of legislation of new statutory expectations for local authorities, we want to build and develop our practice and policy to ensure we meet these new duties and that children are safe and learning.
We are excited to be looking to appoint an Alternative Provision and CNiS Quality Manager – West to join our CNiS service, supporting the delivery of services to children and young people who are Electively Home Educated, Children Missing Education (CME) and who are not on the roll of a school and receiving packages of alternative provision.
Reporting into the Area CNiS Lead – West you will work to ensure the Council meets its statutory duties around children who are not accessing a suitable school placement. The role is wide ranging and impactful, supporting with the development of partnerships and practice around how services identify children not receiving a suitable education, and how the Council meets its Section 19 duties.
You will be joining a dedicated team which consists of an Area Lead for CNiS, Elective Home Education Officers, Quality Managers and SENCos, and work proactively to direct partnership/ service action to support children back into education provision at the earliest opportunity.
You will be part of a committed team making a real difference to children’s lives, with opportunities for professional development and involvement in shaping service strategy.
Your key responsibilities as an Alternative Provision and CNiS Quality Manager will include:
Working with Area CNiS Lead and CNiS SENCo in supporting the co-ordination of service action around Children Missing Education
Leading in co-ordinating schools and services in implementing the outcomes for individual request for support from the “Request for Support – Medical or Otherwise” decision making group
Delivering training to schools and services regarding the Council’s Section 19 Duty and how it meets its statutory responsibilities
Supporting service development around CNiS in the West of the County
Supporting policy and practice compliance with national standards
Overseeing reporting, quality assurance, and complex case management
Monitoring the support being provided for children who have been CME for over 3 months
Providing support and challenge to services to ensure there are clear action plans in place for children who have been CME for over 3 months
Working closely with Area SEND Teams to support the monitoring of children accessing alternative provision
Your Application
In order to be considered for shortlisting, your application will clearly evidence the following skills and align with
our behaviours
:
Degree / HNC or equivalent, or substantial relevant experience
Strong subject area understanding of the Council’s statutory responsibilities regarding Section 19 of the 1996 Education Act, knowledge of SEND and inclusive learning environments
A clear understanding of safeguarding responsibilities
Excellent problem solving ability
Strong communication skills with the ability to work collaboratively with families, schools and multi-agency partners
Competence in MS Office and data management systems
An enhanced DBS ‘Disclosure and Barring Service’ check for regulated activity (formerly known as CRB) will be required for this role.
