This role has a starting salary of £55,486 per annum, based on a 36 working week. This is a fixed term contract / secondment opportunity until March 31st 2027.
We are hiring a
Change Manager
to join our Procurement team and play a key role in shaping the future of local government services across Surrey.
We support hybrid working with the right balance and come together in person for 2 days per week on average (40% of the working week) and support working from home arrangements.

About The Role
This is an exciting opportunity to develop your professional career in a team that provides a great working environment where you are supported and given a platform to develop. Some previous experience in procurement is ideal and we welcome applications from people with a range of commercial experience and from diverse backgrounds. The successful candidate is expected to have a good level of understanding of the implications of working within a public sector environment.
Procurement is supporting Local Government Restructure (LGR) and there are many contracts that need to be transferred to our new unitary structures.
The Procurement Team manages approximately £1.5bn of annual spend with external suppliers, procuring everything from software to social care services, cleaning products to highway maintenance. As a Change Manager, you will support and enable our move to a Future Surrey model – helping to facilitate the complex changes involved in moving from a two tier to a unitary local government model.
You will work closely with a wide variety of stakeholders, gathering and managing data to enable a smooth transition to take place.
Procurement plays a key role across Surrey County Council in terms of supporting how public money is spent well, and making sure that it is spent both in a compliant way as well as obtaining best value from it – e.g. reducing carbon emissions and adding social value.
