This permanent role has a starting salary of £73,317 per annum, based on a 36 hour working week.
We have a great opportunity to join our Strategy, Commissioning, Transformation and Support team as a Strategic Partnerships Manager. This is a unique opportunity to influence and shape the delivery of services for children and families across Surrey by leading strategic partnerships and joint commissioning arrangements with key system partners, including the Integrated Care Board (ICB), Police and wider health and care organisations.
We support hybrid working with the right balance. We come together in person on two days per week on average (40% of the working week) and support working from home the rest of the time.

About The Role
As Strategic Partnerships Manager, you will lead the development and delivery of strategic partnerships and joint commissioning across Surrey’s children’s system, acting as the Council’s senior representative within key arrangements to ensure collaborative services improve outcomes for children and families. The role involves building and maintaining strong relationships with health, Police and wider system partners, overseeing joint commissioning governance and funding agreements, and providing strategic oversight of performance, risk and delivery through partnership boards. You will also lead the development of business cases and investment proposals, manage health contributions to care packages with robust financial oversight, and use evaluation and insight to drive continuous improvement, service transformation and value for money.
Alongside leadership of a small team, including colleagues supporting Continuing Care processes, you will play a central role in strengthening system-wide partnership working and joint governance. Key priorities include leading Surrey-wide commissioning activity for children’s community health and mental health services, embedding effective funding and performance arrangements, and identifying opportunities for innovation and future investment. This is a senior, strategic role offering the opportunity to influence how organisations work together, ensuring services are designed around residents’ needs and public funding delivers lasting, positive outcomes for children, young people and families.

Substantial experience of managing complex partnership relationships and delivering outcomes within multi-agency environments
Experience of strategic commissioning, including joint funding arrangements, governance and service evaluation
Strong stakeholder management, influencing and negotiation skills, with experience of working with senior leaders across organisations
Experience of leading programmes, projects or service transformation initiatives and developing robust business cases
Excellent communication, analytical and problem-solving skills
Experience of leading and developing teams and delivering results through others
