We are looking for a highly skilled and motivated professional to join our fantastic Forensic Social Care Team as a Team Manager. This team is a specialist forensic social care mental health team who work closely alongside health in a co-located approach with health.
The role is based in Chertsey but will operate across different areas with a satellite base in Epsom. Surrey offer agile working where you will be able to work flexibly from both the office and home. We come together in person for 2 to 3 days per week on average and flexible home based working for the rest of the time.

About the Role
The Forensic Social Care Team is a small specialist team who, working alongside Health colleagues, focus on care act and part 3 of the Mental Health Act requirements. We work with high-risk service users who are managed under Forensic Outreach Liaison Team, those people subject to part 3 of the MHA, those subject to 37/41 disposal within the criminal justice system and those subject to MAPPA 3. The team works with service users who primarily have mental health needs but also those with learning disabilities and in partnership with the Forensic Outreach Liaison Service (FOLS).
The team delivers a range of connected functions focused on public protection, recovery and safe community integration. This includes assessing, managing and reducing risk through detailed processes such as HCR 20 and MAPPA, working closely with health and criminal justice partners. A key part of the role is supporting safe discharge from low, medium and high secure hospital settings into the community, typically under section 41, alongside providing personalised care and statutory social supervision for those who are conditionally discharged. Strong multi-agency working underpins this approach, with effective collaboration across health, criminal justice and public protection systems, including MAPPA and FOLS.
Alongside this, the team supports rehabilitation and recovery by setting clear goals that promote independence, sustain progress and minimise the risk of re-admission to secure settings. They also ensure robust legal compliance for individuals subject to Mental Health Act Restriction Orders, meeting Ministry of Justice requirements and fulfilling the Duty to Cooperate within MAPPA. Representation and coordination of Adult Social Care within MAPPA is also a core function, ensuring a consistent and integrated approach to managing risk and supporting individuals in the community.
As the Team manager, you will be responsible for the day-to-day running of the team, supporting the team and managing staff to ensure social care and statutory business is delivered. You will also work closely alongside health to address social care in this collocated team.

2027 this role will move to the new East Surrey Council and may be required to cover additional duties.
Shortlisting Criteria
In order to be considered for shortlisting, your application will clearly evidence the following skills and align with our
behaviours
:
Registered Social Work or Occupational Therapy professional qualification.
Good evidence of understanding the forensic mental health agenda as outlined, including learning disabilities within forensic working, and part 3 of the Mental Health Act.
Direct experience of delivering adult social care services and a comprehensive and applied knowledge of adult social care legislation.
Experience of successfully managing staff, including managing performance, meeting KPI’s, service development and budget management.
Sound understanding of personalisation and strengths-based assessments
Good evidence of understanding of risk management (HCR20) and MAPPA agenda.
Surrey has both urban and rural areas and as part of this role you will be expected to have a valid driving licence to drive in the UK, access to a vehicle and be willing to travel across a wide geographical area.
