Digital Transformation and Products is seeking a highly skilled, motivated and enthusiastic Senior Programme Manager to join our successful Digital Programme team. This role is based at Woodhatch Place in Reigate and offers hybrid working.

About the Role
This is an exciting opportunity for an experienced Programme Manager to lead the delivery of complex digital transformation work that supports Surrey’s Digital Strategy. The role is suited to someone with a strong track record of managing large-scale programmes, leading multidisciplinary teams, and working confidently across a wide range of stakeholders.
The successful candidate will bring significant experience of delivering digital change at pace, with knowledge and responsibility for complex budgets of up to £5 million or more, multiple concurrent projects, and proof of concept activity. They will play a key role in ensuring that programmes are well governed, benefits are clearly defined and tracked, and delivery remains aligned to strategic priorities.
Key responsibilities will include:
Managing complex digital programmes and a portfolio of concurrent projects
Overseeing budgets of up to £5 million
Leading benefits management from identification through to realisation
Maintaining oversight of programme governance, including RAID logs, plans and highlight reports
Preparing high-quality documentation for boards, governance forums and senior stakeholders
Providing direction, challenge and escalation support across projects within the programme
Line managing and supporting a multidisciplinary team, including Delivery Managers, Project Managers, Business Analysts and User Researchers
Leading senior stakeholder engagement and building strong collaborative relationships across services
Working closely with internal IT teams, transformation colleagues, suppliers and external delivery partners
Writing and maintaining digital business cases
Supporting internal and external digital communications activity where required
Your Application
In order to be considered for shortlisting, your application will clearly evidence the following skills and align with

Appropriate professional programme management qualification or equivalent experience operating at a senior level
Substantial experience of leading and implementing complex, multifaceted digital transformation programmes
Strong influencing and negotiation skills
Demonstrable skills and experience of working with senior stakeholders
Strong analytical skills with the ability to evaluate problems, assess risk and identify/ suggest solutions
