This role has a starting salary of £34,660 per annum, for working 36 hours per week.
Join our Transport Development Planning (TDP) team as a PDP Development Engineer and help shape sustainable, high‑quality highway infrastructure across Surrey. You will be part of a supportive and knowledgeable team who are passionate about delivering safe, well‑designed, people-focussed transport infrastructure. This is an excellent opportunity to develop your highway engineering career while contributing directly to the delivery of well‑designed highways and public spaces across the county.
We also offer hybrid working, with a mix of office, site and home‑based work. Attendance is expected on site for two to three days each week, with flexibility to increase this when workload demands. At least two of these days should be spent in the office or on site alongside colleagues to support collaboration.

About the Role
You’ll work in a collaborative environment where we share insight, learn together, and support each other to deliver positive outcomes for residents. Your application of the forward thinking ‘Healthy Streets for Surrey’ policy will create highway schemes that are greener, more sustainable, and contribute positively to local communities.
This is a career‑graded role that supports your development, moving from PS7’s supported technical work to PS8’s growing independence and then to PS9, where you will operate as a technical specialist. We will appoint you at the grade to match your current experience, and you can progress within the grades once the milestone requirements have been met.
Each day will be varied, combining time on site with time assessing technical submissions. You’ll review engineering drawings and highway layout proposals relating to Section 38 and Section 278 works, helping to ensure they meet required standards.
You’ll visit development sites across Surrey to check progress, inspect works and identify issues early. You’ll work closely with colleagues, developers, consultants offering clear technical advice and helping resolve practical engineering challenges.
Your work will help ensure developments deliver safe, sustainable highway and transport improvements, from initial design review through to works delivered on the ground.
Your Application
In order to be considered for shortlisting, your application will clearly evidence the following skills and align with
our behaviours:
Educated to A level, HNC or equivalent, or able to evidence ability at an equivalent level, and/or relevant vocational qualification (level 3/4 QCF).
Ability to analyse technical information and apply engineering principles to assess highway designs.
Ability to work independently and as part of a team, with strong problem‑solving skills and good time management.
Confident communicator, able to engage effectively with a range of stakeholders and provide clear advice.
Knowledge of highways, civil engineering or construction environments.
Willingness and ability to travel within Surrey and visit development sites as part of the role
Surrey has both urban and rural areas and workers will be expected to have a valid driving licence to drive in the UK and access to a vehicle and be willing to travel across a wide geographical area. Reasonable adjustments where needed will be made for successful applicants who have a disability or long term health condition to enable them to fulfil the requirements of the job.
