We have a vacancy for an Infrastructure Senior Schemes Engineer to act as project manager for allocated capital schemes within Surrey Highways’ 5‑year programme, with responsibility spanning planning, design, and delivery. You will lead and coordinate engineers, technicians, external consultants and construction partners to develop technical solutions and design outputs, including drawings, specifications and bills of quantities, while acting as the client representative to ensure compliance with contracts, legislation, policies and industry best practice. The role also involves providing technical advice on complex engineering issues across highways, drainage, structures and safety barriers, monitoring programme progress, risks and budgets, and working closely with internal teams and external stakeholders to ensure coordinated delivery. Alongside planned projects, you will respond to ad hoc technical and delivery challenges, requiring strong problem-solving skills and the ability to adapt priorities in a live environment, while contributing to service improvement through the review of processes, systems and performance reporting. You will support the Team Leader in managing a small team of Engineers and Technicians, providing day-to-day supervision, performance management and professional development to ensure individual contributions are aligned with service objectives. Over the next 12 to 18 months, you will be responsible for delivering a portfolio of infrastructure schemes within the Surrey Highways Capital Programme, leading the planning, design and construction of projects across highway infrastructure, drainage, structures and safety improvements. You will also support budget monitoring and financial control, strengthen project management practices, ensure consistent application of technical standards, and contribute to forward planning activities that support long-term asset management and flood risk strategies. A key part of the role will involve developing the technical capability of the team through mentoring and supervision. This role offers the opportunity to make a direct and visible contribution to the Council’s strategic objectives by improving and safeguarding transport assets that support communities, economic growth and road safety across Surrey. You will influence how capital investment is translated into high-quality, value-for-money infrastructure outcomes, while helping to shape technical standards, delivery approaches and service improvements. With a strong focus on long-term asset management, network performance and flood risk, the position provides the opportunity to leave a lasting legacy through well-designed, effectively delivered schemes and the development of skilled, confident engineers and technicians, making a meaningful difference to both the organisation and the residents who rely on Surrey’s highway network every day. Shortlisting Criteria In order to be considered for shortlisting, your application will clearly evidence the following skills and align with our behaviours : Degree, HNC/HND or equivalent qualification in Civil Engineering or a related discipline, or demonstrable equivalent professional experience. Substantial experience in the delivery of highways, civil or structural engineering schemes, including infrastructure such as drainage, embankments and safety barriers. Comprehensive knowledge of relevant legislation, technical standards, policies and industry best practice applicable to highways and infrastructure engineering. Proven ability to operate as a Project Manager and client representative ensuring delivery to agreed standards of time, cost, quality and safety, coordinating internal teams, consultants and contractors. Evidence of effective communication skills, both written and verbal, and the ability to establish and maintain productive working relationships with colleagues, partners and external organisations to provide clear technical advice and influence a wide range of stakeholders. Ability to travel throughout the county in order to discharge the duties of the role.
