About the Role

We’re looking for an enthusiastic and skilled Communications Officer to join our dynamic, city‑focused internal communications team. You’ll help deliver high‑quality internal and corporate communications through key council priorities; from planning and running major campaigns to supporting change programmes and ensuring colleagues stay connected and informed.

As part of this role, you’ll play a key part in the Council’s major change and transformation programme designed to modernise how we work, improve services, and strengthen the way we support Sheffield’s communities. This means helping colleagues understand what’s changing, why it matters, and how they can play an active role in shaping the Council’s future.

In this varied and rewarding role, you’ll bring:

  • Strong change communications skills Able to translate complex transformation activity into clear, human, accessible messages for a wide range of audiences.
  • Confidence working in ambiguity You’ll be comfortable working with developing information and shaping communications within a fast‑moving, evolving programme.
  • Excellent stakeholder engagement Working closely with programme leads, senior leaders and teams to understand impacts, risks, and ensure communications land well across the organisation.
  • A strategic mindset Aligning messaging with the Council’s broader priorities and ensuring communications feel connected, consistent and purposeful.
  • Experience delivering multi‑channel campaigns that help colleagues understand change, feel informed, and stay engaged throughout transformation journeys.
  • Ability to create compelling narrative and storytelling that brings the Council’s vision to life and helps colleagues see the benefits and opportunities ahead.
  • Sensitivity to organisational culture and readiness helping shape communications that support colleagues through transition in a positive, supportive way.
  • A focus on insight and feedback using colleague voice, engagement data and continuous improvement principles to influence messaging and adapt approaches.

Full-time employees work 37 hours for 52 weeks of the year and we offer a generous holiday entitlement. We are open to discussions about a wide range of flexible working opportunities which benefit you and the Council, including reduced hour contracts, working part time or as a job share.

If you are appointed to this role, your starting salary will be at the bottom of the grade. If you provide payslip evidence that your basic pay is greater than the bottom of the grade, we will consider starting you at the point of minimum advantage within the grade.
