Sheffield City Council’s Housing & Neighbourhoods Service plays a vital role in supporting communities across the city, managing around 38,000 council homes and delivering a wide range of services that help residents live safely, comfortably, and sustainably. Our focus is on delivering high‑quality, customer‑centred services, shaping thriving neighbourhoods, and working closely with tenants, leaseholders, partners, and local communities to continuously improve the places people call home.

We have an exciting opportunity for an Operations and Development Manager within our Estates and Environmental Services Team. The team plays a central role in delivering and shaping estate services across the Housing and Neighbourhoods Service. These activities ensure that estates remain clean, green and resilient places where residents can live healthy and well.

Are you proactive, confident in leading change, and skilled at building strong, constructive relationships? Do you enjoy working at pace, solving complex problems, and supporting others to deliver consistently high‑quality services? Do you have excellent communication skills, a passion for service improvement, and the ability to motivate teams delivering work? If so, this could be the role for you.

We are looking for someone who is: -

  • A natural leader who can inspire teams and communicate effectively
  • Performance-driven, with a record of achieving outstanding outcomes
  • A Change-maker, eager to drive continual improvement and innovative transformation
  • A great listener, ready to seek and act on feedback from residents and partners
  • A skilled collaborator, able to build alliances and engage stakeholders for the benefit of Sheffield’s people
  • A strategic thinker, capable of aligning operational delivery with the Council’s political direction and vision
