Senior Transport Planner
Sheffield City Council
Sheffield City Council is looking for a highly motivated and analytical Senior Transport Planner (Travel Plan Officer) to join our City Transport team.
Understanding and influencing how people travel is fundamental to Sheffield’s Transport Vision. This is an exciting opportunity to lead engagement with major employers, institutions and other significant trip generators across the city, helping them develop effective workplace travel plans and widen sustainable travel choices for staff, visitor and student travel needs.
Working within a professional transport planning environment, you will combine travel planning, evidence gathering, behaviour change and stakeholder engagement. You will work closely with employers, transport planners, communications colleagues, facilities managers, Business Sheffield, South Yorkshire Mayoral Combined Authority and other partners to ensure transport schemes and initiatives respond to local needs and achieve lasting changes in travel behaviour.
About the Role
As Travel Plan Officer, you will build strong relationships with major employers and other significant trip generators, including NHS hospitals, colleges, universities and business parks. You will work with Travel Plan leads and facilities managers to understand staff and visitor travel patterns, identify barriers and opportunities, and support the development and implementation of practical, evidence-led travel plans.
You will design and manage staff travel surveys, collect baseline information and analyse commuting patterns. You will monitor the effectiveness of interventions over time and turn the findings into clear evidence to guide future activity, support funding bids and inform transport scheme development.
A key part of the role will be promoting sustainable travel and helping organisations develop measures tailored to their workforce and location. This may include:
- Walking, wheeling, cycling and public transport information and incentives.
- Cycle parking, shower and locker facilities.
- Personalised travel information and behaviour change campaigns.
- Flexible working and travel offers.
- Links to hire-bike schemes and other mobility initiatives.
- Small-scale interventions and quick wins that improve travel choice.
You will support Connecting Sheffield and other transport schemes by engaging employers during scheme development and delivery, identifying concerns and opportunities, and helping infrastructure investment translate into increased use of sustainable travel options. The role will also strengthen links between transport and economic development, supporting employers to improve access, recruitment and retention through better travel choices.
About You
We are looking for someone with:
- Experience of travel planning, sustainable transport, behaviour change or a related area.
- Strong stakeholder engagement and relationship-building skills, with experience of working with employers, partners or other external organisations.
- Experience of designing or managing surveys, interpreting travel data and presenting findings clearly.
- Knowledge of walking, wheeling, cycling and public transport, and the factors that influence travel choices.
- The ability to translate evidence into practical, locally appropriate measures.
- Excellent written, verbal, communications and promotional skills, with the confidence to influence a range of audiences.
- Experience of collaborative working across teams and with external partners.
- Strong organisational and problem-solving skills, with the ability to manage multiple priorities and deliver work independently.
You will be comfortable working within a complex organisational and political environment, building consensus around emerging policies and proposals and adapting your approach to the needs of different organisations and communities.
Desirable
It would be advantageous if you have:
- Experience of workplace travel planning and engagement with major employers or significant trip generators
- Experience of developing and delivering sustainable travel or behaviour change campaigns
- Experience of partnership working with local authorities, combined authorities, the NHS, colleges, universities or business organisations
Qualifications
You will be educated to degree level, or be able to demonstrate equivalent experience, in a relevant discipline such as transport planning, behavioural science, communications, environmental studies or a related subject. Professional development and membership of a relevant professional body would be advantageous.
