This is a rare opportunity to contribute to one of the Council’s most significant organisational programmes, supporting our commitment to equal pay and robust, defensible job evaluation outcomes for our workforce.

About the Role

The Sheffield Role Review Programme is a complex, organisation‑wide programme operating across portfolios and services. It works closely with senior leaders, employees and trade union colleagues to deliver consistent, high‑quality analysis and assurance in support of equal pay.

In this role, you will work as part of a dynamic, multi‑disciplinary team, leading on discrete elements of data, research and performance analysis to support effective programme delivery. You will provide timely, reliable and high‑quality insight to inform programme planning, decision‑making and assurance.

You will analyse complex datasets, identify trends, risks and emerging issues, and present findings in clear, accessible ways for a wide range of stakeholders. A key part of the role is helping others make effective use of data and insight , providing guidance and advice  to support informed decision‑making and continuous improvement across the programme.

You will also contribute to wider programme activity, including action planning, risk identification and mitigation, and the development and use of systems and processes that support consistent, high‑quality data management within SRRP.

What We Offer

  • The opportunity to work on a high‑profile, meaningful programme that supports fairness and equality for Council employees
  • A friendly, welcoming and supportive working environment
  • The chance to collaborate with a wide range of colleagues across the People Service and programme teams
  • Opportunities to develop your analytical, research and influencing skills in a complex organisational setting
  • A role where your work will have real impact on organisational outcomes and employee experience

About You

We are looking for candidates who are analytical, collaborative and people‑centred, with a strong commitment to fairness, consistency and positive employee experience.

You will have:

  • Strong knowledge and experience of data analysis, research and performance insight, with the ability to select appropriate methodologies and understand their strengths and limitations
  • Experience of analysing and interpreting complex information and providing clear, evidence‑based advice to support programme delivery and improvement
  • Excellent communication skills, with the ability to present complex findings clearly to a wide range of audiences
  • Strong ICT and analytical skills, including confident use of spreadsheets, databases and data systems
  • The ability to manage competing priorities and work effectively in a large, complex organisational environment
  • A proactive, flexible approach and strong organisational and project management skills

You will have experience or qualifications equivalent to a degree.

If you are motivated by using evidence and insight to support meaningful organisational change, this role offers an excellent opportunity to contribute to work that really matters.

We are investing in our workforce and are promoting opportunities to our under-represented groups.  We value equality, diversity and inclusion and are focused on increasing the diversity of our workforce, particularly the number of Black, Asian, Minority Ethnic, Disabled and LGBTQ+ people, so that our teams reflect the communities in the city we serve. We are also supporting staff with unpaid caring responsibilities to work flexibly.

It is a great time to join us and we welcome your application.

Under the Disability Confident Scheme, disabled applicants, who meet the essential criteria of this job, are guaranteed an interview.

Full-time employees work 37 hours for 52 weeks of the year and we offer a generous holiday entitlement. We are open to discussions about a wide range of flexible working opportunities which benefit you and the Council, including reduced hour contracts, working part time or as a job share.

If you are appointed to this role, your starting salary will be at the bottom of the grade. If you provide payslip evidence that your basic pay is greater than the bottom of the grade, we will consider starting you at the point of minimum advantage within the grade.

Equality of pay is extremely important to us. All roles at Sheffield City Council are going through an evaluation process which may result in changes to some pay arrangements from 2026. Find out more on our Sheff news page.
