Operations Manager
Sheffield City Council
Are you readyto make a visible difference to Sheffield and its communities?
We are looking for an inspiring and driven Operations Manager to lead Parking Enforcement one of our largest and most visible frontline services. This is an excellent opportunity to shape service delivery, support our people and help keep Sheffield moving safely and fairly.
If you put people at the heart of your leadership, act with openness and integrity, and bring colleagues together to deliver results, this could be the ideal next step in your career.
We have an opportunity for one full-time Operations Manager – Parking Enforcement (37 hours per week).
About the role
Parking Enforcement operates seven days a week, including evenings. You will lead a large frontline team, maintain high standards of day-to-day delivery while driving the improvements and change needed to meet the city’s evolving needs.
You will be an experienced people manager with a strong track record of developing and motivating frontline teams, managing performance and delivering reliable services in a fast-paced operational environment. Experience of working in parking or a related enforcement service would be advantageous.
As a confident and collaborative leader, you will inspire colleagues, influence partners and build productive relationships across the council and beyond. You will develop integrated ways of working, secure value for money and turn insight into practical solutions. Your strategic thinking, operational judgement and emotional intelligence will enable you to work effectively with councillors, senior leaders, national agencies, stakeholders and businesses to deliver key priorities for Sheffield.
What you will bring
Reporting to the Parking Services Manager, you will work closely with fellow Operations Managers to improve and evolve the whole service. We are seeking someone who can balance strategic ambition with a strong focus on delivery, communicate clearly, make sound decisions and create an inclusive environment in which colleagues can perform at their best.
Why join Parking Services?
This is an exciting opportunity to help shape one of the largest local authority parking operations in England and support our ambition to become one of the country’s best-performing services. Sheffield City Council’s Parking Services has an annual turnover of £13 million, manages more than 11,000 parking bays and processes approximately 15,000 parking permits each year. Last year, the service issued over 100,000 Parking, Clean Air Zone and Bus Lane Penalty Charge Notices.
The service has undergone significant modernisation, including paperless parking permits, a customer portal and chatbot to support motorists, and a web reporting platform enabling residents and businesses to report parking issues more easily. Following a review of Parking Enforcement operations, we are also expanding the evening team to provide broader and more comprehensive enforcement coverage.
We have achieved a great deal and continue to grow. We now need a talented, positive and dedicated Operations Manager who can build on this progress and deliver a lasting difference for Sheffield.
Ready to lead a high-profile frontline service and help deliver Sheffield’s ambitions? We would be delighted to hear from you.
