Operations and Development Manager

Sheffield City Council

£48,738 to £53,051

The post is in the South East Neighbourhood Team.

Are you an experienced and forward-thinking manager who can lead people, improve services and deliver positive outcomes for residents and communities?

We are looking for an experienced and motivated Operations and Development Manager to help lead the delivery and development of high-quality, customer-focused housing services within our South East Neighbourhood Housing Team.

This is a broad and influential management role. You will manage and support frontline operational teams, strengthen performance and accountability, contribute to service planning and lead improvements to services, policies, procedures and systems.

Working closely with the Neighbourhood Manager and wider Neighbourhood Management Team, you will:

  • lead, motivate and develop staff to deliver high-quality outcomes for customers;
  • oversee operational performance and contribute to service planning and target-setting;
  • lead change and identify practical opportunities to improve services, policies, procedures and systems;
  • maintain oversight of complaints, risk, safeguarding, health and safety and relevant statutory requirements;
  • work collaboratively with residents, elected members, partners and other Council services to resolve problems and improve outcomes;
  • support the effective management of budgets, staffing and other resources;
  • lead projects and prepare clear reports and briefings for senior managers, elected members and partners; and
  • deputise for the Service Manager when required.

As part of the Neighbourhood Management Team, you will help shape responsive local services, strengthen relationships with communities and partners, and contribute to performance across key housing services, including rent collection, vacant properties, antisocial behaviour and rehousing.

You will also support resident engagement and help ensure neighbourhoods and communal areas are safe, clean and well maintained.

About you

We are looking for a credible, inclusive and resilient leader with a proven record of management in a related field.

You will have experience of managing people and performance, leading change and maintaining high professional, procedural and statutory standards. You will be confident in making accountable decisions on complex operational matters and able to balance customer needs, service priorities, financial considerations and operational risk.

You will bring:

  • strong leadership and people-management skills;
  • experience of managing and improving operational performance;
  • the ability to lead, motivate and support people through change;
  • sound judgement and confident decision-making;
  • excellent written and verbal communication skills;
  • the confidence to challenge, support and influence others;
  • experience of successful partnership and stakeholder working;
  • knowledge and understanding of local and national housing issues;
  • project-management and problem-solving skills; and
  • a collaborative, flexible and customer-focused approach.

You will be able to build effective relationships with residents, elected members, Council colleagues and external organisations, including when dealing with complex or sensitive matters.

The role requires flexibility, including attendance at occasional meetings outside normal working hours and the ability to work at different sites across the city.

If you can inspire others, turn strategic priorities into effective frontline delivery and are passionate about improving housing services and outcomes for residents, we would welcome your application.
