An exciting opportunity to join the Housing Growth Service for 12 months has become available. This is a chance to be part of the pivotal delivery team of the Integrated Affordable Housing Programme detailed in Sheffield City Council’s newly published Housing Growth Delivery Plan 2025-2030. The team leads, enables and directly delivers affordable housing across the city working in collaboration with its key city partners. As a key objective of the the Council, our cross-party political Members and members of the Sheffield Together Partnership, this is a top priority for the city.
We are looking for an experienced, skilled & enthusiastic individual to join our team to oversee and strategically enable the delivery a number of workstreams of new social and affordable homes, working closely in partnership alongside developers, registered providers and funders to unlock affordable housing growth across the city. You will have experience of working within a delivery focussed setting, managing a team of project managers to deliver our service plan objectives, with particular reference to our land-led delivery workstream, and be looking for a challenging role within a fast-paced environment.

Duties & Responsibilities within the role will include:
General
- Leading a team to be driven and pro-active – possessing a can-do attitude and encouraging new ways of working within the team and enabling use of initiative when required.
- Having a general knowledge of the local, regional and national Affordable Housing Sector.
- Working with other Senior Managers to establish and maintain a pipeline of deliverable programmes and projects, manage day to day operational work of the team and oversee the commissioning of work from the wider portfolio. Be an advocate for individual projects and the wider programme, seeking opportunities to share best practice and learn from others.
- Contributing to the Housing Growth Delivery Plan annual review and the development and review of policies/strategies.
Internal and external Stakeholder, Partner and Funder management
- Working with Housing Associations, private sector partners and funders to deliver affordable housing growth in line with the newly published Housing Strategy, Housing Growth Delivery plan 2025-2030 and emerging Sheffield Local Plan.
- Supporting the South Yorkshire Housing Partnership and the Affordable Housing Subgroup – consisting of SYMCA, Homes England, Housing Associations and Internal Council Services and Stakeholders.
- Supporting Housing Association brokerage – building relationships with various Housing Associations within the City and supporting their delivery of affordable housing.
- Contributing to, producing and delivering briefings for Senior executives, the Leader, Members, Policy Committees, the Sheffield Together Partnership Housing Board and various internal approval boards as required.
- Working with other Senior Managers and external partners to identify, manage and maximise external investment from Homes England, the Combined Authority and other funders as appropriate.
Service Management of Affordable Housing workstreams including but not exclusive to:-
- Being responsible for the management and delivery of the Housing Growth Land Disposals workstreams to enable partners to deliver affordable housing growth projects. This includes carrying out strategic stakeholders briefings, partnership working and programme oversight of commissioning relevant services and procurement strategies.
- Leading on the partnership working with various external funders to set pipelines, generate funding and report on delivery for Housing Growth activities as required, including MHCLG, Homes England and SYMCA. Ensuring oversight of relevant funding bids made by the Service.
- Leading on the input of the Service into to Corporate Asset Management Plan and the delivery of the agreed metrics on Council land.
- Being responsible for the Service’s data requirements and obligations, including collation, monitoring and reporting to various audiences in various formats, ensuring the Housing Growth dashboard is maintained. This will range from providing presentations to internal and external stakeholders to fulfilling corporate and government requirements.
- Ensuring the Council’s internal governance and audit procedures are adhered to in obtaining the required approvals to set strategic plans and deliver the Housing Growth workstreams, having extensive knowledge of the Council’s various approval routes and the committee system.
- Being accountable for relevant workstream and resourcing budgets within the Service, ensuring accurate and timely expenditure approvals and forecasting.
Essential Qualifications
Relevant technical or vocational qualifications (educated to degree level) and/or experience relevant to the post.
A recognised Project and/or Programme Management qualification, or a willingness to work towards this.

If you are appointed to this role, your starting salary will be at the bottom of the grade. If you provide payslip evidence that your basic pay is greater than the bottom of the grade, we will consider starting you at the point of minimum advantage within the grade.
