This is an exciting opportunity for a committed and commercially aware professional to join the Asset Management and Programme Works Team within Sheffield City Council’s Housing Service.

We are recruiting a customer-focused and experienced Operations and Development Manager (Technical Standards and Programme Works) to lead the delivery of the Housing Capital Investment Programme. You will bring a well-developed understanding of construction-related housing projects, contract delivery, technical standards and the operational challenges facing the housing sector.

A key priority for the role is working with customers to understand their needs and ensure investment decisions and works are delivered in a way that supports safe, decent and energy-efficient homes. You will help ensure that customers are kept at the centre of programme delivery, with works planned and managed to minimise disruption, improve the quality of homes and contribute to better long-term outcomes for residents.

As Operations and Development Manager, you will manage and help lead a team responsible for delivering innovative, high-quality and customer-focused investment solutions. You will work closely with the Service Manager, internal teams, contractors and external partners to ensure programmes are well planned, effectively governed and delivered to achieve the best possible outcomes for tenants and stakeholders.

The Asset Management and Programme Works Team shapes and delivers the housing capital investment programme. The team ensures investment activity meets statutory and regulatory requirements, is financially well managed, and is delivered through effective contract management, technical assurance and customer support.

Key aspects of the role:

  • Lead the development and management of construction-related technical standards, policies and product design specifications for housing capital projects.
  • Review, develop and value-engineer specifications and standards for existing housing stock and non-property assets, ensuring they support effective delivery, quality assurance and value for money across capital and revenue-funded activity.
  • Ensure legal, statutory and safety compliance across building design, investment standards, specifications and asset records, including supporting staff training where required.
  • Support the Service Manager in shaping service objectives, priorities, delivery plans and continuous improvement activity.
  • Provide effective leadership, management and support to in-house and external surveying staff.
  • Ensure procurement activity and technical specifications are robust, deliverable and aligned with service priorities, contractual requirements and customer needs.
  • Oversee compliance with the Asbestos Policy and Procedures, ensuring contractors, council staff and customers understand their responsibilities, the asbestos register is accessible and accurate, and the four-year Asbestos Management Plan is prepared and managed effectively.

The job is full time (37 hours) working on a hybrid basis. Our current office location is based at Solpro, Windsor Street, Sheffield, however there will be a requirement to work from other various locations as per service demands.

If you are appointed to this role, your starting salary will be at the bottom of the grade. If you provide payslip evidence that your basic pay is greater than the bottom of the grade, we will consider starting you at the point of minimum advantage within the grade.
