We are seeking two highly motivated Senior Social Care Accounts Officer to join our Executor Services Team, based at Howden House. This is a varied, interesting, and rewarding role, supporting some of the most vulnerable adults in Sheffield.

The role requires excellent organisational skills, strong attention to detail, and the ability to work proactively in a fast‑paced and sensitive environment.

About the Executor Services Team

The Executor Services Team delivers essential statutory functions within Adult Social Care, supporting individuals who are unable to manage their financial affairs and those without family support.

Our work includes:

  • Funerals and Estates
    Arranging funerals for individuals who have no next of kin, managing estates, and ending tenancies.
  • Department of Works and Pensions (DWP) Appointeeships
    Acting as a corporate appointee for individuals who cannot manage their benefits, ensuring correct benefit entitlement, paying bills, and providing personal spending money.
  • Court‑Appointed Deputy for Property and Financial Affairs
    Supporting adults subject to Court of Protection Orders, including managing finances, selling properties, accessing pensions and bank accounts, investing funds, and acting in the individual’s best interests at all times.

Court of Protection – Protecting Finances, Promoting Wellbeing

An exciting opportunity has arisen within Sheffield City Council’s Social Care Accounts Service (SCAS) in Adult Social Care.

This role supports adults who lack capacity to manage their financial affairs. You will ensure that all decisions are made in accordance with the Mental Capacity Act 2005, promoting dignity, independence, and quality of life.

About the Role

As a Senior Social Care Accounts Officer, you will manage a complex caseload allocated by the Team Manager. You will be authorised to make decisions about the property and financial affairs of adults who lack mental capacity, under the authority of the Court of Protection.

Your responsibilities will include:

  • Day‑to‑day financial management
  • Managing income, expenditure, debts, and savings
  • Property management, including sales and tenancies
  • Liaising with families, carers, professionals, and partner organisations

You will prepare and submit applications to the Court of Protection for Sheffield City Council to act as Deputy for Property and Affairs and complete statutory annual reports to the Office of the Public Guardian (OPG) in line with legal requirements.

The role offers the opportunity to gain a recognised professional qualification through the Association of Public Authority Deputies (APAD) and develop specialist expertise within adult social care finance.

Key Responsibilities

  • Manage a complex caseload of Deputyship and Appointeeship clients, including cases involving significant debt and safeguarding concerns.
  • Exercise and administer Court of Protection Orders in full compliance with:
    • Mental Capacity Act 2005
    • Code of Practice
    • Mental Health Act 2007
    • Deprivation of Liberty Safeguards
  • Act at all times in the best interests of the client, ensuring financial security and wellbeing.
  • Prepare and submit Court of Protection applications and annual OPG financial reports.
  • Investigate and reconcile financial histories, identifying patterns to inform future decision‑making.
  • Identify, respond to, and escalate safeguarding concerns, including financial abuse.
  • Liaise with a wide range of stakeholders, including:
    • Adult Social Care professionals
    • Advocates
    • Family members and carers
    • Department for Work and Pensions
    • Legal services, financial institutions, and the Office of the Public Guardian
  • Manage property matters including sales, tenancy arrangements, and liaison with estate agents, solicitors, and auctioneers.
  • Ensure all legal and financial obligations are met, including tax requirements and benefits administration.
  • Visit clients as appropriate, some of these visits can be at Care Homes outside of Sheffield.
  • Represent Sheffield City Council professionally in internal and external forums.

About You

You will be confident working independently in a complex, regulated environment and able to manage sensitive and emotive situations with professionalism and empathy.

Essential Qualifications and Knowledge

  • Educated to A level/Level 3 standard or have the equivalent experience.in a social care, health, legal, or financial setting.
  • Excellent ICT skills, including spreadsheets and financial systems.
  • Strong working knowledge of:
    • Mental Capacity Act 2005 and Code of Practice
    • Mental Health legislation
    • Data Protection and Human Rights legislation
    • Safeguarding Adults principles
    • DWP benefit systems and reporting requirements
  • Sound technical knowledge of managing finances, debt, and client accounts.

Essential Experience and Skills

  • Minimum of 2 years experience working in this area
  • Experience managing complex caseloads with competing priorities.
  • Strong analytical skills and ability to interpret complex financial and legal information.
  • Excellent written and verbal communication skills.
  • Experience handling challenging, emotional, or sensitive situations calmly and professionally.
  • Ability to build effective working relationships with internal and external stakeholders.
  • Strong organisational skills and ability to meet statutory deadlines

If you are appointed to this role, your starting salary will be at the bottom of the grade. If you provide payslip evidence that your basic pay is greater than the bottom of the grade, we will consider starting you at the point of minimum advantage within the grade.
