Senior Business Analyst

Sheffield City Council

£47,181 to £51,356

Are you an experienced Business Analyst who enjoys solving complex problems and shaping better ways of working? Sheffield City Council is looking for a skilled and motivated Senior Business Analyst to join the Sheffield Role Review Programme (SRRP) Team. This is an exciting opportunity to contribute to a high-profile, people-centred programme that supports fairness, consistency and improvement across the Council.

About the Role:

In this role, you will be part of a dynamic, multi-disciplinary team delivering key activity across the Sheffield Role Review Programme. You will carry out business analysis across a range of programme work, helping to shape solutions, support change and ensure delivery is aligned to organisational priorities.

You will deliver a broad range of business analysis activity, including gathering and translating requirements, supporting service and process design, undertaking research and data analysis, and contributing to target operating model development and project design. You will work closely with colleagues across the programme to help define problems clearly, challenge constructively and support practical, effective outcomes.

This is a varied and influential role. You will work across complex areas of change, contribute to the development of business analysis approaches and tools, and help ensure work is delivered to a high standard. You will also support colleagues across teams, build strong working relationships and contribute to developing business analysis capability across the Council.

What We Offer:

A friendly, welcoming and supportive culture where you can grow and thrive.

The opportunity to contribute to a major corporate programme with real organisational impact.

A collaborative environment where you can work with a diverse range of colleagues and stakeholders across the Council.

Opportunities to apply and develop your business analysis, problem-solving and change skills in a complex public sector setting.

We are looking for candidates who can combine strong analytical skills with curiosity, sound judgement and a collaborative approach. You will be confident working on complex issues, engaging with stakeholders, and using insight and evidence to support service improvement and change delivery.

You will be comfortable working in a fast-paced environment, managing competing priorities and contributing to the successful delivery of complex programme activity. Experience of business analysis, service improvement, stakeholder engagement and translating business needs into practical solutions will be important in this role.

This role is Sheffield-based, and you will be required to work regularly in our Sheffield offices and workspaces, travelling to different sites based on business needs.

We are looking for individuals who are organised, adaptable and committed to our values. If you are passionate about analysis, improvement and meaningful organisational change, and want to contribute to one of the Council’s most significant programmes, we would love to hear from you.

Join us in our commitment to creating a fairer and more consistent workplace for all.

We are investing in our workforce and are promoting opportunities to our under-represented groups.  We value equality, diversity and inclusion and are focused on increasing the diversity of our workforce, particularly the number of Black, Asian, Minority Ethnic, Disabled and LGBTQ+ people, so that our teams reflect the communities in the city we serve. We are also supporting staff with unpaid caring responsibilities to work flexibly.

It is a great time to join us and we welcome your application.

Under the Guaranteed Interview scheme, applicants who are disabled, care leavers, or armed forces veterans will be guaranteed an interview if they meet the essential criteria and indicate their eligibility on the application form.  Sometimes, if lots of people apply, we might not be able to interview everyone who qualifies for the Guarantee. In these cases, we’ll interview the candidates who best meet the essential criteria for the job.

Full-time employees work 37 hours for 52 weeks of the year and we offer a generous holiday entitlement. We are open to discussions about a wide range of flexible working opportunities which benefit you and the Council, including reduced hour contracts, working part time or as a job share.

If you are appointed to this role, your starting salary will be at the bottom of the grade. If you provide payslip evidence that your basic pay is greater than the bottom of the grade, we will consider starting you at the point of minimum advantage within the grade.

Equality of pay is extremely important to us. All roles at Sheffield City Council are going through an evaluation process which may result in changes to some pay arrangements from 2026. Find out more on our Sheff news page.
