Opportunity Sheffield is the employment and skills service within Sheffield City Council (SCC). We commission, deliver and oversee activities to support people into jobs, training and career development, and work to strengthen the local economy by helping employers attract, nurture and retain talent. 

Our programmes are aimed at breaking down barriers to employment, particularly for those furthest from the labour market, while helping alleviate poverty and boost economic growth through skills enhancement.

We are seeking a passionate and experienced Social Value Manager to lead the development and delivery of our social value approach across major programmes, procurement, planning, and partnerships.

This is a key role in ensuring that the Council’s investment and activity deliver meaningful and measurable benefits for Sheffield’s communities. You will work at the heart of economic development—embedding social value into projects that support inclusive growth, create opportunities, and improve quality of life across the city.

Key Responsibilities

  • Lead the implementation of Sheffield City Council’s social value strategy across services, programmes, and commissioned activity.
  • Work with procurement and commissioning teams to embed social value requirements into contracts and supplier engagement.
  • Support project teams and partners to design, deliver, and maximise social impact outcomes.
  • Develop frameworks and tools to measure, monitor, and report on social value performance.
  • Build strong relationships with internal stakeholders, suppliers, voluntary organisations, and community partners
  • Ensure alignment with local priorities including employment, skills, sustainability, and inclusive growth
  • Provide expert advice and champion best practice in social value across the organisation and wider region.
  • Work on high-profile regeneration and investment projects shaping Sheffield’s future

We are looking for an individual who is:

  • Experienced in delivering or managing social value, public sector commissioning, or related fields
  • Knowledgeable about social value frameworks, measurement approaches, and policy context
  • A strong collaborator, able to influence a wide range of stakeholders
  • Analytical and outcome-focused, with the ability to translate principles into practical delivery
  • Passionate about creating positive social, economic, and environmental impact

Full-time employees work 37 hours for 52 weeks of the year and we offer a generous holiday entitlement. We are open to discussions about a wide range of flexible working opportunities which benefit you and the Council, including reduced hour contracts, working part time or as a job share.

If you are appointed to this role, your starting salary will be at the bottom of the grade. If you provide payslip evidence that your basic pay is greater than the bottom of the grade, we will consider starting you at the point of minimum advantage within the grade.
