ICT Analyst
Sheffield City Council
Help shape how the Council understands and plans change
We are looking for an experienced Business Analyst to join our newly established Enterprise Architecture team. It is a varied and developing role that will give you the opportunity to help us shape this area of the business.
Working alongside our Enterprise Architects, you will help build a clearer picture of how the Council’s services, processes, information, applications and technology fit together. This will include contributing to the development of key Enterprise Architecture artefacts, such as the development of Repositories, Baseline and Target Architectures and communicating key aspects of the Architecture to the wider business to support decision making and strategic planning.
What you will do
- Work with teams across the Council to understand problems, needs and opportunities for improvement.
- Gather and make sense of business, user, information and technology requirements.
- Develop clear models showing how services, processes, information, applications and technology connect.
- Spot gaps, duplication, risks and opportunities to simplify or reuse what we already have.
- Help describe where we are now, where we want to be and the steps needed to get there.
- Compare options and provide balanced recommendations on investment, procurement and change.
- Prepare information for architecture governance meetings, including the Technical Design Authority.
- Keep the Council’s enterprise architecture records accurate and useful.
- Explain your findings clearly, whether you are speaking with technical specialists, service colleagues or senior managers.
What we are looking for
You will have solid Business Analysis experience and be comfortable working with people from different services and professional backgrounds. We are looking for someone who is curious, thoughtful and willing to ask constructive questions rather than simply accept things at face value.
Our Enterprise Architecture function is still developing, so not every answer will be readily available. You will need to be comfortable working through uncertainty, bringing together partial or sometimes conflicting information, and helping others create a clearer and more structured picture. We would like to hear from you if you can show:
- Experience as a Business Analyst in a large or complex organisation.
- Confidence gathering, testing and managing detailed requirements.
- Experience of understanding a current situation and helping define a practical future state.
- The ability to see how a change in one area may affect services, systems or teams elsewhere.
- Experience of comparing options and presenting clear recommendations.
- Good workshop, communication and stakeholder skills, including the ability to challenge constructively.
- The ability to explain technical or architectural subjects in straightforward language.
- An awareness of public-sector governance, information governance, cyber security, accessibility, procurement and value for money.
Why join us?
This is a good time to join the team. You will be able to influence how the function develops and how the Council uses Enterprise Architecture to support better services and better-informed decisions. The work is broad, visible and practical: you will help colleagues understand the impact of change and find sensible ways to reduce complexity across the organisation. As a member of a small and supportive team you will be able to see the impact of your work, develop new skills and get exposure to different aspects of the business.
Apply
If you enjoy getting to the heart of a problem, making sense of complexity and helping people reach well-informed decisions, we would be pleased to hear from you. In your application, please give examples that show your experience of analysis, modelling, working with stakeholders and turning evidence into practical recommendations. We do not expect candidates to have a detailed knowledge or formal Enterprise Architecture certification, but any knowledge of frameworks such as TOGAF would be welcome.
We are investing in our workforce and are promoting opportunities to our under-represented groups. We value equality, diversity and inclusion and are focused on increasing the diversity of our workforce, particularly the number of Black, Asian, Minority Ethnic, Disabled and LGBTQ+ people, so that our teams reflect the communities in the city we serve. We are also supporting staff with unpaid caring responsibilities to work flexibly.
It is a great time to join us and we welcome your application.
Under the Guaranteed Interview scheme, applicants who are disabled, care leavers, or armed forces veterans will be guaranteed an interview if they meet the essential criteria and indicate their eligibility on the application form. Sometimes, if lots of people apply, we might not be able to interview everyone who qualifies for the Guarantee. In these cases, we’ll interview the candidates who best meet the essential criteria for the job.
Full-time employees work 37 hours for 52 weeks of the year and we offer a generous holiday entitlement. We are open to discussions about a wide range of flexible working opportunities which benefit you and the Council, including reduced hour contracts, working part time or as a job share.
If you are appointed to this role, your starting salary will be at the bottom of the grade. If you provide payslip evidence that your basic pay is greater than the bottom of the grade, we will consider starting you at the point of minimum advantage within the grade.
Equality of pay is extremely important to us. All roles at Sheffield City Council are going through an evaluation process which may result in changes to some pay arrangements from 2026. Read about the new job evaluation process to be introduced at Sheffield City Council.
We are committed to safeguarding and promoting the welfare of all individuals, ensuring a safe and supportive environment for everyone and where appropriate to the role the successful applicant will be required to undertake relevant safeguarding checks.
