The Digital, Data and Technology Team (DDaT), as it is also known, is led by Steven Fry, Director of Digital and Customer Services. Steve has been recognised as one of the top 100 Chief Information Officers (CIOs) in the UK.
The DDaT function has won numerous awards over the past five years, including Digital Leaders’ Digital Council of the Year and Overall Digital Leaders 100 Winner in 2019 and 2023. We have also received awards for the Best Digital Pandemic Response in the UK and, more recently, Best Digital Public Service Innovation of the Year.
Our team enables and supports all parts of the council, as well as partner organisations. We also work regionally with the Greater Manchester Combined Authority (GMCA) and nationally with the Local Government Association (LGA) and other central government bodies.
We leverage the power of digital and data to make the council more efficient and sustainable, reducing duplication and waste. We are at the forefront of integrating digital processes and systems, empowering all staff with the access, knowledge and opportunity they need, no matter where they work.
DDaT’s portfolio ranges from data analysis and insight to monitoring cyber security and protecting our digital assets. It also includes leading software development and modernisation, as well as providing project management expertise, while ensuring digital inclusion remains at the forefront of everything we do.
We also deliver a wide range of services that are not always visible to our customers. We ensure the city has reliable digital connectivity, maintain seamless device performance, and enable flexible and remote working in line with MyWork principles.
About the Role
We are seeking a Senior Service and Application Owner to work within our Place Portfolio team. The team comprises Senior Application Owners and Application Owners who work directly with directorate management teams to prioritise workload. This includes digital transformation initiatives, business-as-usual activities, and support for strategic business plans.
The responsibilities of the team include:
- Optimising digital operations and services, improving the experience for customers and officers
- Managing the operational process of designing and running a product or service throughout its entire lifecycle
- Participating in service governance, including acting as a point of escalation
- Owning budgets and allocating funding as appropriate
- Managing commercial activity, including determining the appropriate purchasing strategy, building relationships with third parties, and supporting effective delivery
The team supports a range of business applications across various place-based services. These include:
Arcus Built Environment, ArcGIS, AutoCAD, Civica App, Concerto, Confirm, CPA (Causeway), M3 Land Charges and Whitespace

You thrive in dynamic, fast-paced environments, adapt quickly to new challenges, and possess strong communication and teamwork skills. Above all, you are committed to staying at the forefront of technological advancements, continuously exploring new approaches to enhance and maintain our applications.
As a Senior Service and Application Owner, you will be expected to mentor colleagues, lead the delivery of projects and workshops, and translate strategic direction into practical outcomes. You will work closely with customers and your manager to shape and deliver a clear vision, taking ownership while remaining responsive to guidance.
