Independent Chair Salford Safeguarding Adult Board (SSAB)

Salford Safeguarding Adult Board (SSAB) is seeking Expressions of Interest for the role of Independent Chair. This is a critical leadership role providing independent oversight and strategic direction to ensure safeguarding arrangements across Salford are effective, inclusive, legally compliant and focused on improving outcomes for adults with care and support needs.

The Role
The Independent Chair will:

Provide independent leadership and constructive challenge to statutory partners and Board members
Ensure the Board fulfils its statutory duties under the Care Act 2014 including delivery of a robust Strategic Plan, a transparent Annual Report, and proportionate Safeguarding Adult Reviews (SARs) that drive learning and improvement
Lead the Board’s strategic vision, priorities, assurance framework, and continuous improvement activity including a clear focus on evidence, impact and inequalities
Champion Making Safeguarding Personal, ensuring safeguarding practice is outcomes-focused and informed by lived experience
Oversee Safeguarding Adult Reviews (SARs) and ensure learning is embedded and evaluated for sustained improvement
Support the Board to obtain timely assurance from partners, including use of the Board’s ability to request information where required to fulfil its functions
Represent SSAB within wider local, Greater Manchester, and national safeguarding networks


Who should apply
We welcome applications from individuals who can evidence:

Experience of chairing complex boards, panels, or partnerships and maintaining grip on delivery
Strong analytical capability, including the ability to translate data, audit findings and lived experience into clear priorities and assurance questions
Significant social care background and the ability enact change and improvement

Applicants must be independent of Salford statutory partner organisations. In order to demonstrate and maintain your independence you should not be currently employed in any capacity by any organisation delivering health and care services in Salford. The successful candidate will be expected to declare and appropriately manage any interests or potential conflicts throughout the appointment.

A brief statement outlining your interest in the role.
Details of your Adult Social Care background and relevant safeguarding experience.
A summary of leadership, governance and chairing experience.
Confirmation of independence from Salford statutory partners and any relevant declarations.

Information relating to time commitment, remuneration and length of appointment will be shared as part of the recruitment process.

About Salford
The Safeguarding Adult Board plays a vital role in supporting effective safeguarding arrangements, tackling inequalities and ensuring adults are supported to live safe, dignified and independent lives.

It is anticipated that this role will require the post holder to undertake on average 12 days per month; however, flexibility will be required. The specific commitment can be agreed as part of the appointment process and is open to negotiation.

The appointment will be for 3 years, subject to review at 6 months and annual appraisals.

Please note: IR35 rules apply to this appointment. Payments will be made through payroll and tax and NI deductions will be made at source via PAYE in line with current HMRC guidelines. This post will be subject to a DBS check from the Disclosure and Barring Service; the cost will be reimbursed.
