About The Role

This is an exciting opportunity to join Runnymede Borough Council as we continue our positive work strengthening the Council’s operational and investment estate, improving data integrity, and delivering a modern, efficient corporate landlord model. As the Estates Surveyor (Operational/Investment), you will play a key role in shaping how the Council manages, values and extracts optimum benefit from its diverse property portfolio.

As the Estates Surveyor, you will:

  • Support the Senior Estates Surveyor in delivering accurate valuations, estate management advice and landlord/tenant functions across the operational and investment portfolio.

  • Manage day‑to‑day estate management tasks including lease renewals, rent reviews, new lettings, assignments and surrenders.

  • Maintain and update key systems such as Concerto, MSCI, asset registers and Asset Management Plans to ensure data accuracy and statutory compliance.

  • Prepare clear, professional reports for senior managers, committees and Councillors, contributing to Member decision‑making.

  • Monitor budgets, forecast income and aid financial planning across a portfolio generating up to £2m per annum.

  • Work collaboratively with Facilities Management, Building Operations, Procurement, Legal and Finance teams to deliver joined‑up estate management.

  • Negotiate acquisitions, disposals and Heads of Terms, instructing solicitors and managing external consultants where required.

  • Aid commercial and residential valuations in line with RICS Red Book and professional standards

  • Contribute to refreshing the Council’s Asset Strategy and delivering the wider Service Delivery Plan.

  • Act as deputy to the Senior Estates Surveyor and assist in the development of the Graduate Surveyor.

About You

We are looking for a professional and commercially minded individual to join our team who can provide high‑quality estates, valuation and landlord/tenant expertise across a diverse operational and investment portfolio. We are seeking exceptional candidates with a range of skills including:

  • Degree in surveying and MRICS with evidence of ongoing professional development.

  • Strong understanding of property law, landlord and tenant practice, and the regulatory/statutory framework including the 1954 Act and Section 123 considerations.

  • Experience assisting in the management of a mixed property portfolio, including lease events, rent reviews and estate management activities.

  • Proven ability to undertake valuations in accordance with the RICS Red Book and apply the RICS Code of Measuring Practice.

  • Demonstrable commercial and financial awareness, with the ability to extract best value from a diverse operational estate.

  • Skilled in using property and asset management systems (e.g., Concerto, MSCI) and maintaining accurate, compliant data.

  • Excellent communication, negotiation and report‑writing skills, with confidence engaging internal teams, external partners and tenants.

  • Ability to work independently, manage competing priorities and use professional judgement to support decision‑making.

  • Collaborative approach, able to work effectively with colleagues across the public, private and third sectors.

  • Flexibility to support emergency planning responsibilities and willingness to travel for site inspections (full driving licence required).
