About The Role

This an exciting opportunity to join Runnymede Borough Council as we continue our positive work in Customer, Digital & Collection Services. As the Revenues Technical Manager you will:

  • Be responsible for the day-to-day operational management of the Revenues Service
  • Maximise the revenue and income the Council receives by delivering an innovative, efficient, high-quality service in relation to Business Rates and Council Tax
  • Ensure the effective billing, collection and recovery of both Business Rates and Council Tax
  • Deal with the more technical aspects of Business Rates and Council Tax
  • Have a working knowledge of the Housing/Council Tax Support system.
  • Have overall responsibility for the system administration of the IT systems within the service area and ensure the development of IT systems as directed by the Corporate Head of Customer, Digital & Collection Services
  • Oversee the management of the Revenues team through staff performance, developing individuals and dealing with third party software suppliers.
  • Provide a high level of customer service when dealing with enquiries from the public via telephone, face to face and e-mail

Salary

Please note that Runnymede Borough Council is currently undertaking a pay and grading review, which is expected to be implemented during the summer. The successful applicant will be appointed under the Council’s current grading and salary structure and, following implementation of the new framework, will be assimilated into the revised pay structure in line with all existing employees.
  
The grading for this role in the new pay structure will be £53,662 - £60,301

About You

This is an excellent opportunity for an experienced revenues professional looking to make a real impact, influence service delivery and play a vital role in supporting the financial sustainability of the council. The Successful candidate will have a range of skills including:

  • Overall responsibility for the day‑to‑day operational management of the Revenues Team, overseeing the billing, collection and recovery of Council Tax and Business Rates.
  • Act as Deputy to the Corporate Head of Customer Services, Digital & Collection Services on Revenues matters, including completion of statutory government returns.
  • Drive service improvement and business transformation by challenging existing processes, implementing new ways of working, and improving customer outcomes, efficiency and performance.
  • Provide strong leadership and management, including motivating and developing staff, managing performance, and dealing with complaints and complex customer enquiries.
  • Embed a customer‑first culture while maintaining high collection and recovery rates across all revenues services.
  • Demonstrate excellent communication, numeracy and IT skills, with confidence engaging stakeholders and experience using computerised revenues systems.
  • Lead on complex and technical revenues matters, including business rates avoidance, requiring substantial and recent experience in both Council Tax and Business Rates.

 We are looking for a well‑organised, self‑motivated, adaptable and collaborative manager to join our busy Revenues division. This is a key leadership role requiring the ability to work under pressure, manage competing priorities and consistently meet deadlines.
