About The Role

This new role of Housing Services Income Manager is an exciting opportunity to join Runnymede Borough Council as we continue our positive work in income generation and collection. This exciting role will be responsible for all income and payment activities within the Council’s Housing Services. With a stock of just under 3000 homes you will motivate, assist and performance manage a small team.  As the Housing Services Income Manager you will:

  • Ensure that all rent setting for the housing revenue account is in line with the Regulatory Rent Standard.
  • Establish processes associated with charging and income which are efficient and fully auditable.
  • Ensure performance reporting is readily available for senior management and those responsible for income collection
  • Maximise all income streams and where necessary legal action is taken for recovery of sums not collected through working with tenants and providing flexible arrangements.
  • Ensure leaseholder charges are calculated, applied and accounts managed
  • Progress the reduction in manual transactions and payments and aid residents to manage their accounts through Housing online
  • Manage the end of year accounts process

About You

This role has been created to provide additional capacity within the team with a focus on income collection and compliance with the Regulator of Social Housing's Rent Standard. The ideal candidate for this role will bring commitment, enthusiasm, knowledge and practical experience of managing income for a social housing provider. To be successful in this role you will ideally have a related qualification, with a successful track record of excellent performance and improvement. We are looking for a versatile individual with a good knowledge of IT systems and a passion for efficiency. 
 
  • Strong knowledge of the Social Housing Rent Standard, relevant legal duties, and good practice in income collection, rent account management, and debt recovery
  • Experience using finance and housing management systems, with high IT literacy, particularly in Microsoft Excel, and involvement in year‑end accounting processes
  • Excellent organisational, analytical, and time‑management skills, with the ability to manage workloads independently in a fast‑paced operational environment
  • Proven commitment to data protection, accurate record keeping, and maintaining high standards of data quality and financial accuracy
  • Clear and confident communicator, able to explain complex financial or housing information in an accessible way to customers and colleagues
  • Customer‑focused team player with experience of working with vulnerable residents and a strong understanding of equality, diversity, and inclusion
  • Strong literacy and numeracy skills, enabling accurate calculations, high‑quality documentation, and effective contribution to projects and service improvement initiatives
