About The Role

Join Runnymede Borough Council and help keep our buildings safe, compliant and running smoothly. We’re looking for a proactive Facilities Management H&S Technical Officer to support inspections, compliance, maintenance and contractor oversight across our portfolio.

This role offers room to grow while making a real impact on safety, building standards and the experience of staff, residents and visitors. As the Facilities Management H&S Technical Officer you will:

  • Carry out inspections, audits and risk assessments.
  • Ensure compliance with fire safety, asbestos, Legionella and other statutory duties.
  • Coordinate maintenance and monitor building/plant condition.
  • Support incident investigations and follow‑up actions.
  • Work closely with contractors to maintain safe, efficient services.
  • Keep accurate records and produce clear reports and dashboards.
  • Deliver or coordinate health & safety training and promote a strong safety culture.

About You

You’re a practical, safety‑focused professional with a strong grasp of statutory compliance and a hands‑on approach to inspections and problem‑solving. You can interpret technical guidance confidently and apply it in real‑world settings across a diverse property portfolio.

Essential Criteria for the role:

  • Knowledge of fire safety regulations and fire risk assessment requirements.
  • Understanding of the Control of Asbestos Regulations.
  • Awareness of Legionella risk management and ACOP L8 guidance.
  • Familiarity with working‑at‑height and manual handling regulations.
  • Ability to interpret and apply health & safety legislation, codes of practice and technical guidance.
  • Confidence carrying out site inspections, including plant rooms, rooftops and confined spaces (with PPE and training).
  • IOSH/NEBOSH or Equivelant
