Lead the Future of Network Management in Redbridge

The London Borough of Redbridge is seeking an experienced and motivated Lane Rental Coordination Team Lead to play a pivotal role in the delivery and ongoing success of our Lane Rental Scheme.

This is an exciting opportunity for a highly skilled highways professional to take ownership of a flagship Department for Transport approved scheme, helping to reduce congestion, improve network performance and ensure that works taking place across the borough are coordinated efficiently and effectively.

As the Council's lead specialist for lane rental and network coordination, you will manage a dedicated team, work closely with utility companies, contractors, Transport for London and developers, and provide expert advice to senior managers, elected Members and residents.

The Role

As Lane Rental Coordination Team Lead, you will be responsible for both the strategic and operational management of the Council's Lane Rental Scheme.

You will oversee all aspects of scheme delivery, ensuring compliance with legislation, maintaining high service standards and driving continuous improvement. You will also provide leadership during incidents, network challenges and emergency situations.

Key Responsibilities

  • Lead the delivery, governance and ongoing development of the Lane Rental Scheme.
  • Ensure compliance with the New Roads and Street Works Act (NRSWA), Traffic Management Act, Highways Act and Permit Scheme requirements.
  • Oversee lane rental charges, exemptions, invoicing and audit processes.
  • Monitor permit applications and identify opportunities for collaborative working to minimise disruption.
  • Assess and quality assure lane rental funding applications and recommendations.
  • Manage, mentor and develop a team of Lane Rental Officers.
  • Allocate workloads, monitor performance and provide technical guidance.
  • Prepare reports, briefings and performance information for senior management, elected Members and the Department for Transport.
  • Represent the Council at meetings with utility companies, contractors, developers, Transport for London and other stakeholders.
  • Provide senior operational support during highway incidents, emergencies and network management events.

About You

We are looking for a knowledgeable and proactive professional with a strong background in street works, highway coordination or network management.

You will possess:

Essential Requirements

  • Street Works Supervisor Qualification (NRSWA) or equivalent professional qualification.
  • Extensive knowledge of:
    • New Roads and Street Works Act 1991
    • Traffic Management Act 2004
    • Highways Act 1980
    • Permit Schemes and associated Codes of Practice
  • Significant experience working within street works, network management or highway coordination.
  • Experience leading or managing staff, including performance management and workload allocation.
  • Experience assessing complex permit and lane rental applications.
  • Strong analytical and problem-solving skills.
  • Excellent communication, negotiation and stakeholder management abilities.
  • Experience using Street Manager and Microsoft Office applications.

Desirable

  • Full UK Driving Licence.
  • Experience working within a London local authority environment.
  • Knowledge of highway funding and grant application processes.
