Are you an experienced housing standards professional ready to step into a senior, specialist role where your expertise directly shapes the safety, quality, and regulation of private rented homes across Redbridge?

We are seeking a Specialist Housing Standards Enforcement Officer to join our high performing Private Sector Housing (PSH) team. This‑ role is graded ‑at LBR13, ideal for someone with substantial technical experience, strong enforcement skills, and the ability to lead and influence within a dynamic regulatory environment.

About the Role

As a senior member of the PSH team, you will act as a technical and legal subject matter expert, leading complex enforcement activity across housing standards, property licensing, and compliance. You will manage a varied caseload, support colleagues, and play a key leadership role in shaping service delivery and continuous improvement.

Key responsibilities include:

  • Leading on desktop-‑based compliance enforcement, including management of staff, evidence assessment, analysis of intelligence, and initiation of appropriate regulatory action.
  • Providing authoritative technical advice and recommendations to the Property Licensing Panel to ensure decisions are robust, evidence based‑, and legally sound.
  • Undertaking proactive and reactive investigations relating to housing disrepair, licensing compliance, and housing standards.
  • Preparing statutory notices, civil penalties, prosecution files and representing the Council at tribunal, court or other hearings.
  • Supporting and mentoring colleagues while contributing to the strategic direction and effective operation of the PSH service.
  • Working collaboratively with internal and external partners to drive improvements in the private rented sector.

This role is ideal for someone who thrives in a fast-paced enforcement environment, enjoys ‑problem-solving‑, and has the confidence to make sound professional judgements, often in complex or novel situations.

About You

You will bring:

  • Significant and demonstrable experience in housing standards enforcement, property licensing, and private rented sector regulation.
  • Strong technical competency in HHSRS, enforcement legislation and associated statutory powers.
  • Experience preparing and delivering enforcement actions, including CPNs, warrants, and prosecution cases.
  • Excellent judgement, analytical skills, and the ability to interpret legislation and apply it consistently.
  • Strong leadership capabilities, with experience supervising or mentoring staff.
  • Excellent communication skills and the ability to influence stakeholders at all levels.
  • A commitment to high‑quality service delivery, continuous improvement, and protecting vulnerable residents.

A relevant professional qualification (e.g. Environmental Health, Building Studies/Surveying, Housing Enforcement) and HHSRS certification are required.
