The Inclusive Economy and Housing Directorate at Newham oversees strategies for inclusive growth, tackling poverty and inequality, and ensuring residents benefit from borough development. Property Services sits under this Directorate, and the post of senior quantity surveyor falls within this department.

 The London Borough of Newham is seeking an RICS qualified and experienced professional to fill the role of Senior Quantity Surveyor in the Property Department. This will be a full-time post 36 hours over 5 days a week. You will take commercial ownership of a varying range of projects up to a value of £25m, managing all financial aspects from tender to final account, ensuring profitability and contractual compliance. 

You will manage cost control in overruns, dispute resolution, variation management, cash flow, team leadership (mentoring, underperformance), and strategic thinking on project viability, demonstrate commercial acumen, technical expertise, and leadership focusing on risk mitigation, value engineering, and stakeholder management. The applicant will be required to deal with the following forms of contracts (JCT Minor works, Intermediate and Design and Build plus MF1).

 

Key Responsibilities:

Cost Management: Leading on cost planning, estimating, forecasting, managing variations, claims and final accounts plus value engineering across project lifecycles. 

Advise on Forms of Contract: Oversee and advise on various forms of contract providing advice as necessary to the various stakeholders. 

Financial Control: Monitoring and managing expenditure against budgets. Ensuring accurate financial reporting.  

Procurement & Contracts: Overseeing tender processes, preparing contract documents, analysing bids, managing main and sub-contractor orders and payments.  

Stakeholder Liaison: Communicating with clients, architects, site managers, and other professionals on commercial and contract matters.  

Risk Management: Identifying and managing commercial risks and contractual issues.  

Team Leadership: Mentoring and supporting the wider project team.  

Reporting: Preparing and presenting commercial reports, valuations, and financial data.  

 

Essential Skills & Experience:

Proven experience as a senior quantity surveyor over several years.

Ability to oversee many projects of varying types and sizes often at the same time.

Strong understanding of building and M&E forms of contract and the management of them. Management of procurement strategies, and project cost control.

Excellent IT skills (Excel, Word) and numerical abilities.

Strong communication, negotiation, and organizational skills.
