Resident Engagement Lead (Warm Homes)

£41,133 - £43,680 per annum pro rata

Fixed Term until March 2028

Part - Time 21.6 hrs per week

London Borough of Newham is committed to delivering comfortable, healthy and climate-resilient homes for its residents. As part of this ambition, it aims to bring all Council-owned homes up to minimum of EPC C by 2030 and deliver on the three principles of Newham’s Just Transition Plan: increasing equity, reducing emissions and building future resilience. It is also prioritising action on housing issues such as damp, condensation and mould, rising energy costs and fuel poverty. 

In 2025, Newham secured £1.5 million through the Warm Homes Social Housing Fund Wave 3 (WH:SHF Wave 3), alongside at least £2.5 million of match funding, to retrofit 359 occupied homes between 2025 and 2028. This funding presents a significant opportunity to improve energy performance, support resident wellbeing and reduce household energy bills in some of the borough’s highest priority homes. 

Delivering retrofit at this scale in occupied homes requires a well-coordinated and resident-focussed approach to engagement. As the Resident Engagement Lead, you will provide leadership on resident engagement across the Warm Homes programme. You will ensure that tenants and leaseholders are informed, supported and listened to before, during and after works, and that resident insights meaningfully inform the delivery of the retrofit programme.

We are looking for an individual who is passionate about tackling fuel poverty, energy efficiency and housing-related inequalities, who is a good communicator, able to build trust with residents and communicate the benefits of retrofit to a diverse range of audiences. The role will require you to be site-based so local knowledge and proximity to the borough would be an advantage. 

Job Context

  1. The post holder reports to the Head of Retrofit and works very closely with the Warm Homes Project Manager.
  2. The role provides oversight of engagement and resident liaison activity for the Warm Homes Wave 3 programme. They will work alongside a contractor-appointed team, including their resident resident liaison officer, the Council’s appointed consultant teams and wider Council services as and when required.
  3. This is a part time contract equivalent to 0.6 FTE or 21.6 hours working week. There is some flexibility regarding working days and hours.
  4. The contract is fixed term until end of March 2028. 
  5. The role will be primarily site and community based and will require some evening and occasional weekend working to support resident engagement activity.
