Property is seeking an experienced professional to fill the role of Building Surveyor in the Property Department. This will be a full-time post 36 hours over 5 days a week (or part time post for 2 days per week). You will take ownership of a varying range of projects up to a value of £25m, managing all aspects from tender to making good defects, ensuring profitability and contractual compliance. 
You will carry out property surveys, diagnose building issues recommending effective strategies. Manage planned and ad-hoc works, ensuring excellent customer care. Manage projects including the production of drawings and specifications for various types of building projects, procurement, dispute resolution, variation management, cash flow, team leadership (mentoring, underperformance), and strategic thinking on project viability, demonstrate commercial acumen, technical expertise, and leadership focusing on risk mitigation, value engineering, and stakeholder management. The applicant will be required to deal with the following forms of contracts (JCT Minor works, Intermediate and Design and Build plus MF1). Manage the appointment of external consultants, oversee their work for mechanical and electrical works and various types of surveys. Advise on all property matters including party wall awards.
 

Key Responsibilities:

LBN Building Asset Portfolio Management: Set up a system for all of Newham’s buildings recording their condition and maintenance priorities. You will lead on condition surveys, prioritising works, cost planning and setting condition maintenance programmes for necessary works to all buildings. 

Forms of Contract: Oversee and advise on various forms of contract providing advice as necessary to the various stakeholders.

Legal Matters – Advise on all property matters including party wall agreements 

Project Control: Monitoring and managing expenditure against budgets. Oversee all aspects of project management. 

Procurement & Contracts: Overseeing tender processes, preparing contract documents, analysing bids, managing main and sub-contractor orders and authorising payments.  

Stakeholder Liaison: Communicating with clients, architects, site managers, and other professionals on commercial and contract matters.  

Risk Management: Identifying and managing commercial risks and contractual issues.  

Team Leadership: Mentoring and supporting the wider project team.  

Reporting: Preparing and presenting progress and briefing reports, signing off valuations and reporting to project boards.

Insurance – Assist with insurance assessments.  

 

Essential Skills & Experience:

Proven experience as a surveyor over several years in the construction industry managing maintenance works and projects.

Ability to oversee many projects of varying types and sizes often at the same time.

Good understanding of Building Regulations and Planning.

Strong understanding of building and M&E forms of contract and the management of them. Management of procurement strategies, and project management.

Excellent IT skills (Excel, Word, AutoCAD).

Strong communication, negotiation, and organizational skills.

Excellent problem-solving skills.

HNC and or HND and or RICS qualification
