We have an exciting opportunity for an experienced manager to lead and oversee Continuing Health Care activity on behalf of Newcastle City Council.

This is a key system leadership role, ensuring the Council meets its statutory responsibilities under the Care Act and the National Framework for NHS Continuing Healthcare, while protecting residents’ rights and the Council’s financial position.

You will provide operational leadership, oversight and assurance across all aspects of CHC work, including eligibility decisions, fast-track processes, joint funding arrangements, and dispute resolution with the NHS.
 
As Team Manager – CHC, you will:
  • Provide day-to-day leadership and oversight of CHC work delivered by social workers.
  • Track and manage the CHC caseload, ensuring work is progressed in a timely, robust and legally compliant way
  • Oversee Stage 2 CHC disputes, coordinating evidence, contributing to dispute papers and engaging with senior NHS colleagues
  • Act as a senior operational contact point with Newcastle Integrated Care Board (ICB) for CHC matters
  • Ensure strong quality assurance of Decision Support Tools (DSTs), fast-track documentation and reviews
  • Monitor financial risk and savings associated with CHC decisions, working closely with finance and commissioning colleagues
  • Support and advise social care managers and practitioners on joint packages of care and CHC eligibility matters
  • Embed strong, defensible practice aligned to the Care Act, Mental Capacity Act, and the National CHC Framework
  • Contribute to service development, data reporting, and continuous improvement of CHC pathways 
About you. You will be:
  • An experienced manager with a strong understanding of NHS Continuing Healthcare, complex funding responsibilities and multi-agency working
  • Confident operating in a contested and complex environment, able to challenge constructively and negotiate effectively with health partners
  • Experienced in supervising staff, managing risk and providing professional leadership
  • Highly organised, analytical and able to track and progress complex workstreams
  • Committed to person-centred, strengths-based practice and to protecting people’s rights and entitlements. You will bring credibility, resilience and clarity to a high-impact area of work that makes a real difference to people’s lives and to the sustainability of Adult Social Care.
 Essential requirements:
  • A relevant professional social work qualification with current professional registration 
  • Significant experience of CHC, complex statutory decision-making or equivalent health and social care funding frameworks
  • Experience of managing staff and overseeing complex operational work
  • Strong knowledge of relevant legislation, policy and guidance
  • Ability to work collaboratively across organisational boundaries
