What’s the role? 

The main function of this role is to be responsible for leading the Clerk of Works function within the council's Stock Investment & Asset Management (SIAM) service. This role ensures that all construction, refurbishment, and maintenance work across the council’s housing portfolio are delivered to the highest standards of quality, safety and compliance with specifications and regulations. The Managing Clerk of Works will supervise a team of Clerks of Works, provide technical oversight, and act as the council’s expert on site quality assurance.

What we’re looking for

  • Strong leadership experience to manage and develop a team of Clerks of Works, ensuring consistent delivery across housing investment programmes.
  • Extensive knowledge of construction, refurbishment and maintenance works, with the ability to assure quality, safety and compliance against regulations and specifications.
  • Proven ability to undertake detailed site inspections, identify defects, and ensure materials and workmanship meet required standards.
  • Effective stakeholder management skills to liaise with contractors, consultants and internal teams, acting as the client’s lead on-site quality representative.
  • Strong understanding of health and safety (including CDM) and commitment to delivering high-quality, compliant outcomes across social housing assets.

Location

The job is primarily based in Laurence House, but we operate a hybrid approach where you will be required to work both in the office and from home on a regular basis.

Special conditions

  • Relevant technical or construction qualification (e.g., HNC, CIOB, RICS, or equivalent) is desirable.
  • Membership of the Institute of Clerk of Works Construction Inspectorate and / or MCIOB or equivalent (A &I).
  • The job is subject to a DBS check

Salary

£63,816 - £66,084 per annum (P08)

N.B: All appointments will be offered at the minimum spinal column point (SCP) for the grade of the role. The only exception to this will be when matching current salary (up to the maximum of the scale), which is subject to evidential proof.
